Base pay range $41.00/hr - $52.11/hr

Description The Business and Finance Operations division of Planning and Public Works has an exciting opportunity for a self‑driven, analytical, detailed‑oriented Procurement and Contract Specialist 2. You will lead contract management, administration, compliance review, and consultative support for County procurement of goods, equipment, and services. Your team supports public work projects by coordinating contract document development, negotiation, review, and approvals with PPW divisions. You will provide direction to stakeholders, collaborate with the County procurement team, and influence process improvements.

You will utilize procurement and contract knowledge to develop documents, liaise with staff, implement laws and policies, and ensure contract compliance. Strong writing, drafting, and editing skills, flexibility, self‑motivation, and confident customer communication are essential.

Core Daily Responsibilities

Lead procurement and contract monitoring and administration for complex, high‑risk contracts; ensure federal, state, and County requirements for grant or federal funding.

Develop, negotiate, execute, and administer unique, complex, high‑risk legally binding contracts.

Develop specialized contract terms and conditions as needed.

Draft, recommend, and implement department‑specific policies, procedures, and processes for procurement, contracting, and contract close‑out.

Create and provide documentation and resources within the Business & Financial Operations Division aligned with PCS guidance.

Provide training on contract and procurement processes to divisions and vendors.

Qualifications

Any combination of education and experience.

Bachelor's degree in public or business administration, or related area; AND two years progressive experience in public sector procurement and contracting; AND one year supervisory or lead experience.

Resume and cover letter required.

Preferred Qualifications

Certifications such as CPPO, CPPB, NIGP‑CPP.

Experience in Public Works and goods/services contracting/purchasing.

Experience administering inter‑locum agreements.

Knowledge of RCWs, WACs, and other procurement guidelines.

State, County, or City Government contracting and procurement experience.
