Senior Construction Engineer (Ship Control Systems) Washington, D.C.

As the Senior Ship Control Systems Construction Engineer, you will be on a dynamic team providing technical and programmatic support to the VIRGINIA Class Submarine Program (PMS450) and the U.S. Navy’s Team Submarine Program Offices at the Washington Navy Yard. Bring your expertise and collaborative skills to make an impact on our military defense and safety of our sailors and influence the Navy’s future, premier nuclear submarines.

Responsibilities

Support the Submarine Fly-By-Wire and Ship Control Systems technical area in developing design and maintenance requirements for shipboard systems.

Address design, operation, and maintenance questions for existing and new design shipboard Submarine Fly-By-Wire and Ship Control Systems.

Define architectures for Submarine Control Systems, including steering, diving, auxiliary, and other related systems.

Obtain fleet feedback on Submarine Fly-By-Wire and Ship Control Systems operation and maintenance, analyze system performance, and evaluate varied factors affecting system performance.

Develop electrical engineering guidelines for command headquarters and field activities.

Manage the execution of technical and design requirements for new and ongoing submarine shipbuilding programs.

Rapidly assess a construction-impacting technical issue, communicate data and information to appropriate SMEs and program office representatives, and drive resolution.

Communicate the scope, status, and potential impact of technical issues to ensure construction schedule impacts are understood by Navy and shipbuilder teams.

Identify and accelerate approvals of technical issues and resolutions, streamline communication channels, and recommend improved processes for timely resolution.

Work closely with engineering, production, quality assurance, program office, and other departments to resolve technical issues expediently.

Implement digital tools for real-time tracking of production activities, enhance communication between shipbuilders and government, and reduce delays through improved coordination.

Qualifications

An active or current DoD Secret clearance.

U.S. Citizenship.

Bachelor's Degree in Mechanical, Marine, Chemical, Aerospace Engineering, or a relevant field.

10 years of experience in project or program management or related experience.

Mastery of electrical engineering principles in the development or operation of naval ships/submarines and ship systems or subsystems.

Knowledge of and experience with the design, operation, and support of US Navy Submarine Fly-By-Wire and Ship Control Systems (SCS).

Experience developing technical standards for Submarine Fly-By-Wire and Ship Control Systems.

Engineering and acquisition fundamentals, with expertise in surface and undersea shipbuilding programs.

Excellent written and oral communication skills.

Strong quantitative, analytical, and conceptual thinking skills.

Ability to facilitate and coordinate efforts with key government and non-government stakeholders.

Ability to work with minimal supervision and within a time-sensitive environment.

Ability to act as the technical owner for complex components and assemblies, including stakeholder engagement, roadmap management, design, implementation, sustainment, and evolution.

Ability to mentor junior team members, build team cohesion, and analyze mechanical designs through review of design artifacts.

Proficiency with Microsoft Office packages.

Flexibility to adapt to job specifications and schedules.

Demonstrated ability to interact with senior management on complex technical issues.

Travel up to 25% of the time; some travel outside the DC area may be required.

Additional Desired Experience and Skills

Master's Degree.

Submarine experience.

Technical knowledge of SUBSAFE program.

U.S. Naval Nuclear Power School and NPTU Prototype Training.

Active NNPI account and CAC.

10 years of experience with Navy acquisition and Submarine Programs.

Experience leading a project and interfacing with an end item customer.

Knowledge of Program Management, budgeting process, and Navy program execution.

Active-Duty Experience in the submarine service preferred.

Recent experience in Team Submarine ideal.

Submarine Engineering experience a plus.

US Navy experience in the Naval Nuclear Propulsion Program.

Familiarity with fluids and thermodynamic analysis.

Major System knowledge – Main/Aux Steam, Steam Drains, Gland steam, Feed and Transfer, Lub Oil and Transfer, Main Circ (MSW equivalent) and shaft seal oversight of valves, pumps, fittings, gauges.

Knowledge of Matlab and Simulink modeling.

Experience working in DoD or DoN environments and supporting a submarine acquisition program.

Knowledge of Submarine Structural Integrity requirements (design, construction, maintenance) preferred.

Excellent written and oral communication skills are required to interface with customers.

Highly motivated, well organized with strong project management skills and capable of working independently and in a team environment.

Experience with steam plant design, operations, or testing beneficial but not required.

Support in providing engineering manager support for Naval Sea Systems Command (NAVSEA) preferred.

Experience leading and engaging in weekly meetings with the shipbuilder and supplier regarding actions and statuses desirable.

Experience providing review of design specifications, technical issue resolution, and technical documentation.

Previous NAVSEA and SUPSHIP audit support experience preferred.

General knowledge of submarine requirements in engineering.

Ability to apply technical principles, theories, and concepts in the field of structural design and analysis with guidance from senior engineers, SMEs and supervisor.

Ability to work in a collaborative environment integrating many ship systems with teams of engineers and designers of varying disciplines.

Good communication and technical writing skills.

Proficient with Microsoft Office platforms.

Experience working in DoD or DoN environments is preferred; supporting a submarine acquisition program and work experience in the Navy and specifically within Team Submarine or submarines in general.

Knowledge of DoD policies, NAVSEASYSCOM/Team Submarine policies and procedures.
