Role Overview

As a member of the Document Review Unit of the Environmental Policy Section, the employee is responsible for the timely and thorough review of environmental review documents prepared for assigned projects. Tasks may involve preparation of various levels and types of environmental review documents within abbreviated time periods, plus other mission-related tasks necessary for the Environmental Policy Office and the Environmental Services Division (ESD).

Essential Duties/Responsibilities Reviews environmental documents prepared by others to ensure quality in content and format, following INDOT manual standards, SOPs, and applicable laws and regulations.

Provides responses to NEPA-related inquiries from district staff, consultants, and other agency staff (e.g., project managers, engineers, designers).

Serves as subject matter expert for areas such as staff training, traffic noise assessments, public involvement, 4f/6f, purpose and need, CE manuals, air quality conformity, planning, and related topics; manages interdivisional coordination for excess parcels.

Provides technical assistance and consultation on environmental laws, regulations, and procedures; collaborates with team lead and senior staff on emerging issues affecting NEPA.

Participates in training efforts and maintains relationships with consultant document preparers; evaluates prepared documents submitted to the agency.

Participates in the annual Quality Assurance Review (QAR) to ensure documents meet INDOT requirements.

Represents the agency in meetings with resource agencies, public meetings, and conferences; may speak to diverse audiences.

Prepares environmental documents for a limited number of projects (e.g., non-construction projects, excess parcels).

Works with FHWA partners to ensure compliance with interagency agreements (e.g., CEPA, 4f).

Performs other related duties as assigned.

Location

This position is located in INDOT’s Central Office.

Salary

This position traditionally starts at an annual salary of $53,222.00. Salary may be commensurate with education and job experience.

A Day in the Life

The essential functions of this role include:

Serves as an environmental expert and provides guidance to regulated communities, government officials, attorneys, and staff responsible for program elements.

Project Management: manages program needs, attends meetings, and acts as a technical point-of-contact for environmental programs.

Permits: researches guidance and regulations, processes applications, responds to comments, attends public meetings, and participates in hearings and legal actions as needed.

Inspection: conducts surveys and investigations, interprets findings, and provides regulatory guidance.

Enforcement & Compliance: uses tools to bring regulated sources into compliance in a timely manner.

Support Services: supports various programs in the agency.

Sampling: assists with sampling plans and conducts field work according to SOPs.

Technical Analysis & Testing: conducts analyses to assess environmental impacts and meet regulations.

Outreach Coordination: communicates with stakeholders and interested parties regarding permits and program inquiries.

Travel: travel is required on most workdays to inspect, audit, or investigate sites; work hours may vary to accommodate operational needs.

The job description may be updated as needed. This position is exempt from overtime compensation; exempt employees may work more than 75 hours per pay period without additional compensation.

What You'll Need for Success

You must meet the following requirements to be considered for employment:

Bachelor’s degree in Environmental Science, Environmental Policy, Chemistry, Biology, Geology, Public Health, or a related field.

At least two (2) years of experience in an environmental or environmental public health field.

Related certifications and coursework may be considered for education or experience.

Broad knowledge of environmental protection principles and practices relevant to the program area.

Thorough knowledge of chemistry, biology, hydrology, mathematics, engineering, and related environmental sciences.

Experience with soil, water, air sampling, laboratory analysis and interpretation.

Ability to conduct surveys, inspections, and investigations, read plans, interpret findings, and make recommendations.

Ability to prepare documents for administrative and regulatory action.

Excellent research and writing skills for clear and thorough reports.

Strong oral communication with diverse audiences for meetings, hearings, and negotiations.

Ability to interpret and apply legal terminology and practices in various conditions.

Ability to perform essential functions with or without reasonable accommodation.

Supervisory Responsibilities/Direct Reports

This role may be utilized in a supervisory capacity based on agency needs.
