Liquor Enforcement Division Mission The mission is to promote public safety, support economic growth, and ensure responsible sale of liquor and tobacco products through fair, transparent and consistent administration of Colorado’s liquor, tobacco, and nicotine laws.
What We Do The professional in this position is a certified Peace Officer—Peace Officer Standards and Training (POST)—that administers and enforces Colorado’s alcohol beverage and tobacco laws. The agent serves and protects the public and fosters a clean, healthy industry for the manufacture, distribution and sale of alcoholic beverages.
Key Responsibilities
Conduct inspections, compliance checks, and investigations into alleged violations of Colorado Liquor, Tobacco, and Criminal statutes.
Interview witnesses, suspects and licensees during administrative and criminal investigations.
Utilize the PSR CSP evidence tracking system, Callyo and other databases to support investigations.
Make physical arrests when necessary under Department policy.
Coordinate covert operations and surveillance of liquor and tobacco licenses.
Respond to complaints and proactively inspect licensed businesses.
Develop and implement intervention strategies for compliance.
Prepare sworn affidavits, summaries of investigations and testify in court and administrative hearings.
Assist local police agencies in law‑enforcement support for liquor and tobacco investigations.
Prepare and submit statewide reports and records, maintain training and certification logs.
Statutory Enforcement
Respond to and investigate complaints for alleged violations of Liquor and Tobacco codes.
Conduct compliance checks; issue summonses, arrest warrants and search warrants as required.
Testify in civil and criminal court and administrative hearings.
Collaborate with local licensing authorities and other law‑enforcement agencies.
Regulatory Compliance
Investigate complaints of alleged violations from licensees, law enforcement and the public.
Coordinate compliance checks of tobacco licensees to ensure Synar and statutory requirements are met.
Prepare clear, concise findings for criminal prosecution or administrative action.
Administrative Duties
Document work time and leave in the Department time‑tracking database (UKG).
Maintain calendars, schedule, and communicate with supervisory staff.
Attend required training and maintain certifications (arrest control/defensive tactics, firearms, CCIC, POST).
Prepare investigative reports and charging documents for administrative action.
Provide training to local authorities, industry stakeholders, and the public.

Class Code & Classification Description Class A2A4XX – CRIMINAL INVESTIGATOR III
Qualifications
Six (6) years of full‑time professional investigative experience in a regulatory environment.
Valid Colorado POST certification, active, in good standing, with no restrictions, suspensions or revocations.
Bachelor’s degree in a related field OR two (2) years of professional investigative experience (degree substituted on a year‑for‑year basis).
Necessary Qualifications
Pass background investigation, tax check, pre‑employment physical and psychological evaluation.
Willing to work nights, rotating shifts, weekends, holidays, and maintain on‑call status.
Maintain firearms proficiency and defensive equipment qualification.
Perform heavy lifting up to 100 pounds.
Attend compliance training modules and arrest control technique certification.
Preferred Qualifications
Knowledge of Colorado liquor and tobacco laws.
Strong communication, interpersonal, problem‑solving and organization skills.
Experience supervising administrative investigations in regulated environments.
Conditions of Employment
Valid Colorado driver’s license.
Must be 21 years of age or older.
Must pass background check and pre‑employment drug screen.
Travel required as needed.
