State of Colorado . This position is within the Colorado Department of Revenue (CDOR) Liquor Enforcement Division. The mission of CDOR is to become a trusted partner to every Coloradan to help them navigate the complexities of government so they can thrive. The division promotes public safety, supports economic growth, and ensures responsible sale and consumption of liquor and tobacco products through fair, transparent, and consistent administration of Colorado’s liquor, tobacco, and nicotine laws.
Responsibilities
Conduct inspections, compliance checks and investigations of alleged violations of Colorado Liquor and Tobacco Statutes, Criminal Statutes, and Regulations; issue criminal summons or charging documents as appropriate.
Perform interviews in active administrative and criminal investigations; interview witnesses, suspects, complainants, licensees, and the general public to gather evidence related to investigations.
Use the Public Service Record (PSR) CSP evidence tracking system, Callyo and other databases to support administrative and criminal investigations.
Make physical arrests when necessary for violations of law during liquor and tobacco investigations, consistent with Department policy.
Conduct covert operations and surveillance of licensees to produce evidence for alleged administrative action or criminal prosecution; obtain approval from an Agent in Charge and notify the appointing authority before participation.
Respond to complaints and proactively visit and inspect Colorado liquor and tobacco licensed businesses to prevent and discourage prohibited possession, sale, and consumption on or off premises.
Apply standard fact-finding analysis, use problem‑solving investigative techniques, and technology tools to conduct investigations; develop intervention strategies for on‑site correction and long‑term compliance.
Provide accurate, concise, and factual summaries of investigations for criminal and administrative prosecution and prepare sworn affidavits for judicial review of warrants.
Testify in civil and criminal court and administrative hearings; assist local police agencies with law enforcement support related to liquor and tobacco investigations.
Draft operational plans, coordinate with the underage operative to schedule and execute annual compliance operations, and maintain accurate time records.
Investigate liquor licenses for potential over‑service or violations that may contribute to serious or fatal motor‑vehicle accidents as supplementary investigations.
Qualifications
Minimum six (6) years of full‑time professional investigative experience in a regulatory environment, or equivalent experience‑degree combination as specified below.
Valid Colorado POST certification that is active, in good standing, and free of any restrictions, suspensions, or revocations at the time of application.
Bachelor's degree in accounting, business administration, public administration, criminology, criminal justice, criminalistics, political science, police science, law, psychology, sociology, or a closely related field, with at least two (2) years of full‑time professional investigative experience in a regulatory environment.
Must pass a background investigation, tax check, pre‑employment physical and psychological evaluations, drug screen, and a pre‑employment evaluation of Colorado Individual Income Tax (CIIT).
Must be willing to work nights, rotating shifts, weekends, holidays, and maintain on‑call status off duty.
Must be proficient in firearms and defensive equipment; maintain valid Colorado driver’s license and be 21 years of age or older.
Must possess the capacity for heavy lifting, carrying, or moving objects up to 100 pounds.
Must have strong oral and written communication skills, problem‑solving, and organizational abilities; experience supervising administrative investigations is preferred.
Preferred knowledge of Colorado liquor and tobacco regulations, supervisory experience, planning and organization, and experience with rule‑making processes.
