About The Role The
Senior Business Analyst
will play a key role in translating business requirements into functional, user-centered digital solutions supporting DOT’s modernization of its web environment. The analyst will work closely with DOT stakeholders, technical leads, designers, and developers to document requirements, design workflows, support backlog refinement, and ensure that solutions align with DOT’s mission, web governance standards, and accessibility policies.
This is a full-time position contingent on contract award by our client, with a defined performance period of one year with two one-year option periods. Compensation The salary range for this role is $115,000 – $125,000. In the spirit of transparency, most offers tend to land near the midpoint of the range. We make compensation decisions thoughtfully, considering your experience, the skills you bring, and our commitment to internal equity. Fairness and transparency are core to how we operate.
Responsibilities
Collaborate with DOT stakeholders to gather, analyze, and document business and technical requirements for web solutions. Translate complex requirements into functional specifications, user stories, and acceptance criteria.
Define performance criteria and measurable outcomes within requirements to support monitoring, testing, and continuous improvement.
Support sprint planning, backlog management, and testing coordination for development activities.
Conduct analysis of existing web systems and recommend enhancements aligned with DOT’s digital strategy and governance standards.
Ensure that requirements incorporate accessibility (Section 508/WCAG 2.0), usability, and DOT IT security standard compliance.
Coordinate with UX and content teams to align information architecture and content strategy with technical delivery.
Develop process maps, requirements traceability matrices, and system documentation.
Support quality assurance by reviewing deliverables against requirements and verifying test outcomes.
Contribute to continuous improvement initiatives and lessons learned documentation across projects.
Other relevant duties as assigned and qualified/trained to perform.
Qualifications
Bachelor’s degree in Information Systems, Computer Science, or related discipline.
Minimum of 5 years of experience serving as a Business or Solution Analyst on complex Federal Government IT contracts with demonstrated expertise in website modernization, digital platform maintenance, requirements analysis, system design, and solution delivery.
Strong understanding of Agile methodologies and experience using tools such as Jira.
Knowledge of Section 508, WCAG 2.0/2.1, and Federal digital accessibility requirements.
Proven ability to work across multidisciplinary teams (developers, UX designers, content strategists, and program managers).
Excellent communication, analytical, and problem‑solving skills.
Ability to obtain and maintain a Public Trust security clearance.
Nice To Have Skills And Experience
Experience supporting DOT or similar civilian agencies.
Proven experience with Drupal.
