Description

This is a short‑term position with funding available through January 30, 2026. The People & Culture Business Partner is the primary talent and support resource responsible for the delivery of P&C services for their respective departments. They are responsible for administering daily HR functions, recruiting, and providing excellent customer service, delivered to internal hiring teams and external talent and candidates alike. This position responds to routine employee and administrative questions regarding employment, employee relations, and related functions.

Residency Requirement:

Candidates must reside in the Pacific Time Zone, with preference given to applicants in California. Relocation assistance is not available for this role.

Essential Functions

Source and recruit a motivated, diverse talent pool through multiple channels and present innovative recruiting strategies to internal stakeholders

Administer the full‑cycle hiring process, including job descriptions, compensation, and FLSA analyses, public‑facing postings, screenings, interview coordination, and onboarding

Provide onboarding updates and reporting via HRIS and other tracking methods

Support new hire orientation and conduct eligibility verification (e.g., I‑9)

Analyze hiring, engagement, and workforce data using the HRIS to provide insights and recommendations to senior leadership

Launch and track responses to annual employee engagement surveys

Generate internal and external reports as needed, including compliance reporting

Maintain and update templates and documentation for HR processes such as onboarding, performance evaluations, handbooks, and policy distribution

Lead and assist in employee relations matters, including investigations, disciplinary meetings, and terminations

Conduct effective, objective investigations and document unemployment claims

Ensure compliance with federal, state, and local employment laws and best practices; review and maintain CSD policies accordingly

Partner with management to resolve complex employee issues and provide guidance aligned with company values and legal standards

Administer various types of employee leaves (e.g., sick, FMLA, ADA, short‑term disability) and ensure accurate record‑keeping and communication via HRIS

Serve as a primary contact for leave‑related inquiries and provide guidance on policies and procedures

Process workers’ compensation and unemployment claims and follow up through resolution

Plan and execute quarterly wellness activities and monthly campaigns, including wellness quizzes and content distribution

Support annual engagement surveys and other employee feedback mechanisms

Champion diversity, equity, and inclusion (DEI) initiatives and implement best practices to foster an inclusive workplace

Conduct weekly meetings with business units to analyze HR metrics and provide strategic support

Support the implementation and utilization of programs impacting compensation, training, safety, compliance, engagement, and employee development

Collaborate on special projects and report progress to internal stakeholders

Maintain up‑to‑date knowledge of HR trends, technologies, and legal developments

Other duties as assigned

Requirements – Knowledge, Skills, and Abilities

Extensive knowledge of California employment law and regulatory compliance impacting non‑profit and state‑funded programs

Solid knowledge of HR policies, related laws, and best practices (e.g., ADA, FLSA, FMLA, Equal Opportunity)

Experience working across various HR functions and levels of employees and management

Demonstrated experience supporting state and federally funded programs with complex compliance requirements

Proven ability to navigate employee relations, wage and hour, and classification matters within California’s unique labor framework

Strong project management skills, including analysis, planning, prioritization, and attention to detail, and the ability to manage multiple projects simultaneously

Skilled in building trust‑based partnerships, balancing compliance, culture, and performance, and translating legal and regulatory guidance into clear, people‑centered solutions

Ability to demonstrate the values of the organization and champion CSD’s products, services, and support of the global community

Effective utilization of Microsoft Office, including advanced‑level proficiency in MS Excel and an HRIS system

Qualifications

Residency Requirement: Preference given to applicants residing in California. Must reside in the Pacific Time Zone

Bachelor’s degree in Human Resource Management, Communications, or a relevant field from an accredited college or university; or equivalent professional experience

PHR® CA Certification (Strongly Preferred)

2 years of professional experience in the Human Resources field

Ability to communicate effectively using American Sign Language (preferred)

Work Environment / Physical Requirements

This position is moderately self‑directed and requires understanding and compliance with company policies, procedures, and values. The position works in a virtual office environment utilizing a computer and standard office equipment. The employee may be required to occasionally lift and/or move up to 10 pounds. The position may require travel up to 5%.
