Education, Certification, and Experience Requirements

A baccalaureate degree in human resources, business administration, organizational psychology, or a related field and at least five years of progressive HR experience, including

Minimal of one year in a leadership role is required.

Must have deep knowledge of HR Laws and regulations.

Exceptional interpersonal and communication skills. Strategic thinker with the ability to drive change and innovation.

He/she must have a valid Virginia driver's license and acceptable driving record.

Must have experience working with HR information systems and software, enabling the implementation of new processes and systems. Must have demonstrated understanding of theories and models for implementing effective strategies to manage organizational change. Must have demonstrated proficiency in conflict resolution, mediation, and employee relations. Must have strong analytical skills, including data analytics and predictive analytics, to develop research based insights for organizational development. Should have acquired financial literacy skills to better understand HRs role in organizational financial health.

Job Description

He/she is the senior executive responsible for leading and executing the Human Resources strategy. This person will oversee all the HR functions to ensure legal compliance, attract and retain top talent, and foster a positive workplace culture aligned with the business objectives of Crossroads Community Services Board. The responsibilities entail planning, directing and coordinating human resources activities, policies and programs for the organization.

JOB TASKS

Strategic Leadership and Planning

Develop and implement HR strategies that support the agency’s business goals.

Serve as a strategic advisor to executive leadership on issues like workforce planning, organizational design, and talent strategy.

Manage the HR department's budget and resources.

Talent acquisition and retention

Oversee all recruitment and hiring practices, from developing strategies to making final decisions.

Implement programs for employee retention, engagement, and succession planning.

Build the agency’s brand as a desirable employer.

Employee relations and compliance

Ensure that all HR practices comply with federal, state, and local employment laws.

Manage and resolve complex employee relations issues, conflicts, and disciplinary actions.

Develop and update agency-wide HR policies and procedures.

Compensation, benefits, and performance management

Oversee the design and administration of competitive compensation and benefits programs.

Manage the performance review and talent management systems.

Ensure pay equity through market analysis.

Training and development

Establish and oversee programs for employee training and professional development.

Support employees' career growth to prepare them for future roles

HR operations and analytics

Manage HR policies, procedures, and systems to ensure efficient operations.

Leverage HR metrics to analyze trends and inform decision-making.

Lead HR audits and prepare reports for senior leadership.
