Overview:

Under direct supervision, assigned to less complex professional, technology, construction, architectural, or engineering services, assists with administration of all phases of procurement process, including assisting with planning, budgeting, and procurement. Assists with preparation of amendments and research of contract performance issues under the guidance of Procurement Team members.

This is a non-exempt position in Salary Grade 185: Min $38.71– Mid $46.24 – Max $53.76 per hour. The starting salary will be within this range based on qualifications.

Ensures contracts protect agency’s interests and uphold policies and procedures.

Develops understanding of internal customers’ budgeting needs and procedures; provides pricing estimates and procurement strategies for projects, based upon technical guidelines set by the agency, for proposals and informational purposes with guidance of Procurement Team members.

Provides support for negotiations process.

Prepares, and issues contracts for simple, small-value procurements.

Prepares contract amendments and close-outs. Assists in the negotiating settlement of contract disputes.

Administers simple, small value on-going contracts to ensure consistency with terms and conditions of contract.

Works in a Collaborative Manner with Others:

Works in a collaborative manner with others, helps resolve unproductive conflict.

Assists project managers in researching scopes of work in support of developing and issuing Request for Proposals for simple, small-value procurements; may assist in determining appropriate procurement methods.

Confers with internal customers to ensure contract compliance and conformance to applicable laws.

Assists Procurement Team members in interpreting and clarifying contract provisions so that they can advise regarding compliance issues.

Solves Problems & Analyzes Issues:

Has and applies problem analysis and problem-solving skills on a technical and interpersonal level.

Compiles statistics for reports and studies related to procurement activity.

Makes Decisions : Makes effective decisions by swiftly considering alternatives and making decisions needed despite pressures.

Assists in the evaluation of bids, proposals, and quotations; assists in cost and price analysis; may attend and document evaluation committee meetings and vendor interviews. May provide input for consultant/contractor solution recommendations.

Qualifications Any combination of education and experience equivalent to a bachelor’s degree in business or public administration or equivalent education. Related experience preferred, with an aptitude for the development and administration of public contracts.
