Overview Strategic HR leader focused on shaping high‑impact total rewards programs for a municipal workforce. The role leads total rewards, including pay, classification, wellness, benefits and leave administration, ensuring equitable, cost‑effective, and competitive offerings for City employees, retirees, and their families.
Responsibilities
Lead the City’s pay, classification, wellness, and benefits programs.
Oversee a comprehensive benefits program, including medical, dental, vision, life, retirement (PERA), and wellness initiatives.
Manage administration of leave programs including Family Medical Leave Act (FMLA), military leave, long‑term medical leave, and ADA accommodations.
Plan and execute Open Enrollment and benefits communication strategies.
Maintain vendor relationships and local partnerships supporting health and wellbeing.
Administer and enhance the City’s classification and compensation systems.
Conduct market and internal equity studies to maintain competitive and fiscally responsible pay structures.
Partner with key stakeholders on compensation initiatives and pay equity best practices.
Oversee and optimize the use of HR information systems (HRIS) platforms (PeopleSoft, NeoGov).
Analyze HR data and metrics to inform decision‑making and ensure compliance.
Partner with City leadership, finance, risk management, and legal on compensation and benefits matters.
Represent the City at professional events and share best practices at local and national levels.
Lead the development and execution of compensation, benefits, and leave management programs in alignment with City objectives.
Support strategic workforce initiatives through competitive total rewards programs.
Provide expert guidance to leadership on pay equity, job design, organizational structure, and employee benefits.
Ensure compliance with applicable employment, compensation, and benefits laws (FLSA, EPEWA, FMLA, ACA, CAA, ADA, HIPAA, COBRA, FAMLI, PWFA, etc.).
Supervise and mentor a team of HR professionals in the Compensation and Benefits Division.
Qualifications
Bachelor’s degree in human resources, public administration, business administration, or a related field.
At least five (5) years of progressively responsible professional experience in total rewards, with demonstrated expertise in both benefits administration and compensation management.
Three years of supervisory and leadership experience.
Public sector compensation and benefits program design and administration knowledge.
Federal and state employment laws, including compensation, leave, and benefit‑related regulations (COBRA, HIPAA, FMLA, ADA, EEO, HWFA, MHPAEA, PWFA, ACA, CAA, FLSA, EPEWA).
Budget planning, fiscal oversight, and vendor management for HR programs.
Preferred: Professional HR certification (PHR, SPHR, SHRM‑CP, SHRM‑SCP, CEBS, CBP, or CCP).
Preferred: Experience administering a self‑funded medical plan or public sector benefit programs.
Preferred: Experience managing classification and compensation systems in a government setting.
Preferred: Administrator‑level experience with HRIS platforms (PeopleSoft, NeoGov).
Preferred: Experience managing a large annual budget.
