Position Overview The Senior Payroll Administrator is responsible for coordinating the day-to-day activities of the Payroll Department and ensuring that weekly and certified payrolls are processed accurately and on time.
Primary Responsibilities
Payroll: Administer full-cycle, multi-state payroll for 600–700 employees.
Audit automated and manual timecards for accuracy prior to processing.
Calculate hours, tax withholdings, deductions, bonuses, and union fringes.
Process and submit certified payrolls to ensure compliance with federal, state, and local prevailing wage laws.
Ensure contractual obligations and certified payroll reports are submitted accurately and on schedule.
Upload compliance documentation into project-specific payroll tracking systems.
Coordinate with internal and external stakeholders including general contractors, subcontractors, government agencies, and labor unions.
Review initial job packets for certified payroll and prevailing wage requirements.
Review and process subcontractor certified payroll documentation in a timely manner.
Export and import timecard data between timekeeping and payroll systems.
Review and enter labor allocations reported on timecards.
Prepare terminations, manual checks, and payroll adjustments as needed.
Respond to employee inquiries regarding paychecks, deductions, and payroll issues.
Collaborate with HR to ensure employee data is accurate and up to date.
Process monthly union fringe reports for payment.
Assist with developing and maintaining departmental, state, and federal reports and records.
Coordinate year-end processing, reporting, and reconciliation.
Maintain confidentiality of employee and payroll information.
Perform other duties as assigned.
Compliance
Supports the department with the developing, receiving, reviewing, and processing information for a variety of departmental, State, and Federal mandated, and statistical reports and records; verifies accuracy and completion of reports and records; maintains accurate records.
Coordinates year-end processes.
Maintains employee confidence and protects payroll operations by keeping information confidential.
Other duties as assigned.
Qualifications
Understanding of union/non-union and prevailing wage payroll.
Demonstrates flexibility to effectively deal with changing priorities and timelines through analytical problem solving.
Proven time management and follow-through skills with the ability to work on multiple tasks with tight deadlines.
Current knowledge of applicable federal and state wage and hour laws and taxation.
Ability to work both independently and in a collaborative team-oriented environment.
Ability to handle multiple tasks, set priorities and meet deadlines in a high-volume, fast-paced environment.
Display superior written and oral communication skills and effective listening skills.
Maintain a tactful, mature, and professional demeanor with well-developed interpersonal skills, including the ability to work with diverse personnel.
Education and Experience
Minimum 7-10 years of union/prevailing wage payroll experience required.
Bachelor’s degree in Business or Accounting preferred.
Certified Payroll Professional (CPP) certification preferred.
Proficient in Microsoft Excel (PivotTables, VLOOKUP) and payroll/timekeeping systems.
Experience with multi-state payrolls (CA, NV, AZ) required.
