Legal Counsel - 3DIR034 role at State of Missouri. The position is located at 1101 Riverside Drive, Jefferson City, MO 65101 in the Lewis and Clark State Office Building. This is a full‑time, in‑person position. Responsibilities

Issue‑spotting, problem‑solving, and providing advice and counsel to department team members regarding relevant Program matters, including but not limited to federally delegated and regulatory programs. Interpreting and analyzing current and proposed state and federal statutes, regulations, and policies; drafting analyses and opinion memoranda for the supported program. Representing the department in negotiations with regulated entities, cooperating agencies, vendors, contract partners, and others. Coordinating compliance assistance and enforcement matters, including working with the Attorney General’s Office on matters referred to that office for litigation. The position will offer opportunities to practice in multiple areas of law, including environmental law. Qualifications

Legal, Government, and Jurisprudence: Knowledge of laws, legal codes, court procedures, precedents, legal practices and documents, government regulations, executive orders, agency rules, government organization and functions, and the democratic political process. Self‑Management: Sets well‑defined and realistic personal goals; displays a high level of initiative, effort, and commitment towards completing assignments in a timely manner; works with minimal supervision; is motivated to achieve; demonstrates responsible behavior. Oral and Written Communication: Expresses information (for example, ideas or facts) to individuals or groups effectively, considers the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral and written presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving: Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Partnering: Develops networks and builds alliances; collaborates across boundaries to build strategic relationships and achieve common goals. License to practice law in the State of Missouri or ability to become licensed in Missouri; Lack of post‑secondary education will not be used as the sole basis denying consideration to any applicant.
