Senior Engineer Floodplain (Dallas Water Utilities) (Civil Service)
City of Dallas – Full-time – Dallas, TX – Salary: $89,442.77 - $111,803.46
Job Summary The Senior Engineer Floodplain serves as a project manager for the design and construction of City projects, overseeing engineering design, construction contracts, capital improvement bond projects, feasibility studies, and community engagement. The role requires leadership, technical expertise, and collaboration with City, state, and federal agencies.
Responsibilities
Manages engineering design and construction contracts for paving, streetscape, alley, drainage, flood control, bridge, sidewalk, erosion control, water, utilities, wastewater main, and other infrastructure improvement projects.
Applies engineering, surveying, and project management principles to support implementation of capital improvement bond projects and participates in feasibility studies.
Develops and reviews engineering plans, traffic control and signal, storm water pollution prevention, and ensures compliance with City, State, and Federal standards.
Manages the bidding process, prepares contract information packages, leads contract execution, and conducts neighborhood meetings to inform citizens.
Oversees research methodology to solve diverse problems, negotiates fees for engineering contracts, prepares Council agendas.
Collaborates with consultants, inspectors, contractors, and other agencies to complete design and construction, participates in consultant selection and contractor evaluation, and monitors performance.
Provides leadership, mentorship, training, and senior level expertise for staff and challenging situations; attends meetings and conferences.
Performs any other work as needed or required.
Qualifications
Thorough knowledge of city ordinances, design manuals, engineering standards, state and federal regulations, and professional ethics.
Extensive experience in project management and implementation.
Strong oral and written communication skills.
Knowledge of bond programs and related administration.
Knowledge of civil engineering principles, safety, legal, licensing, credentialing, and innovation.
Ability to establish and maintain strong relationships with stakeholders.
Knowledge of contract management.
Ability to provide training, education, and leadership to fellow staff.
Minimum Qualifications
Bachelor of Science in engineering or higher in an accredited engineering program (EAC/ABET).
Four (4) years of experience as a licensed Professional Engineer.
Licenses and Certifications
Valid driver’s license and good driving record.
Professional Engineer License from the State of Texas. If licensed in another state, obtain the Texas license within six (6) months after appointment.
Equivalency
Bachelor’s degree and eight (8) years of engineering work experience after graduation.
Master’s degree and seven (7) years of engineering work experience after graduation.
PhD and six (6) years of engineering work experience after graduation.
Other Requirements Some positions may be subject to field work and inclement weather conditions.
Salary Range $89,442.77 - $111,803.46. The salary listed is the starting salary range; the amount offered will depend upon qualifications.
