Job Summary
This position will establish and drive the strategic direction for KP’s public policy and regulatory affairs function, serving as a trusted advisor to the executive leadership team on complex and strategic public policy, regulatory and legislative issues that impact KP’s interests. Additionally, they will develop and advance relationships with policymakers and regulators with enforcement authority over KP, as well as peer policy leaders at trade associations and other health care organizations. This role will convene policy experts from across the KP enterprise, including the Permanente Medical Groups and Risant Health. This role will serve as a strategic advisor to KP boards, CEO and executive team regarding regulatory public policy issues. This position will build an effective policy and regulatory affairs function that meets both the strategic policy and operational needs of the enterprise by working closely with operational leaders to understand business imperatives and ensuring that policy positions are clearly communicated to both internal and external stakeholders. The ideal candidate will be highly collaborative and able to drive cross-functional work across the organization through strong partnership with senior executives, business leaders, and medical group leaders. They will foster a collaborative culture, mentor and develop team members and utilize strong communication skills to align on key issues and drive a comprehensive policy agenda. Essential Responsibilities
Build and continually develop an effective policy and regulatory affairs function to support the KP enterprise.
Lead the formulation of KP’s public policy positions, and provide advice, counsel and market intelligence to the senior executive team, chief executive officer, and board of directors regarding important policy and regulatory that impact Kaiser Permanente and the health care sector broadly.
In collaboration with Government Relations and Communications, develop and socialize with senior KP leaders a comprehensive vision, strategy and metric-driven operating plan to advance the policy and regulatory priorities of KP, in close alignment with the strategic and operating objectives of corporate leadership.
Develop and strengthen relationships with policymakers and regulators with enforcement authority over KP, as well as peer policy leaders at trade associations and other healthcare organizations.
Evaluate emerging trends and issues of strategic importance with respect to regulatory and public policy initiatives, and collaborate with Government Relations, Communications, and Enterprise Strategy to develop recommendations regarding Kaiser Permanente’s strategy, positioning, and advocacy actions.
Play an integral part in the growth of the Kaiser Permanente enterprise by developing policy and regulatory analyses and plans for entry into new markets and businesses.
Maintain a regular dialogue and collaborate cross-functionally within the organization, building relationships of trust as a valued strategic thought partner and advisor to senior leadership.
Develop and present influencing strategies and recommendations to senior management that advance the policy and regulatory agenda of Kaiser Permanente.
Collaborate with other leaders to guide and manage the execution of strategies to achieve policy and regulatory objectives.
Oversee the preparation of policy papers and briefings; and produce accessible and effective written briefings on complex topics for internal and external audiences.
Represent Kaiser Permanente in industry policy forums.
Recruit, retain and mentor team members to perform above expectations.
Manage external consultants and advisers as appropriate and manage budgets accordingly.
This position has a target base salary of $441,000 to $551,250 and is eligible for incentive compensation, an executive allowance, comprehensive health, wellness, time off, savings, and retirement benefits, as well as relocation support, as applicable.

Demonstrated experience working directly with government officials, including regulatory bodies and/or the Executive Branch on behalf of public interests, trade associations or any other relevant organizations.
Existing network of relationships with relevant trade associations, elected officials, legislative and regulatory staff and other key health care industry influencers.
A proven track‑record of success partnering with senior leadership in a complex, high‑performance environment.
Demonstrated people leadership skills and experience leading, developing and mentoring large teams.
