Systems Analyst – Remote (on‑site)
Join ECS to support NOAA Office of Marine and Aviation Operations (OMAO) Policy Program. The role is based at OMAO headquarters, Silver Spring, MD, with approved telework flexibilities. Salary: $27–$32/hr. Key Responsibilities
Support the Executive Affairs Division (EAD) Policy Program, providing project management leadership for high‑profile and OMAO‑wide initiatives. Develop, review, and edit OMAO policies, procedures, handbooks, and NOAA Administrative Orders, coordinating with OMAO centers and divisions. Coordinate document routing, iterative reviews, and updates; develop and manage project plans, schedules, risk registers, progress reports, and related documentation. Identify opportunities and conduct business process analysis to improve EAD and OMAO business processes, documenting changes in inputs, processes, and tools. Generate outreach and communication products including web content, social media, reports, technical memos, and 508‑compliant documents. Organize and facilitate in‑person events such as science conference sessions, workshops, meetings, and training. Provide monthly status reports for accomplished tasks, tasks in progress, and tasks planned for the next month. Support responses to legislative/policy taskers and other requests for information; generate reports to Congress. Location & Travel
On‑site at OMAO headquarters, Silver Spring, MD. Approved telework per NOAA guidance. OMAO headquarters will provide office space, supplies, and IT peripherals for on‑site work. Telework will not be furnished for approved telework. EEO Statement
