Wastewater Construction Management V - Project Representative Summary

The Construction Management Unit in the Wastewater Treatment Division (WTD) is seeking a Wastewater Construction Management V - Project Representative to administer a variety of construction contracts including work orders, design-bid-build (low bid/lump sum), general contractor/construction manager, and design-build contracts with values ranging from $10k to $100M+. This role involves challenging work on construction projects that protect the environment.

About The Role In this role, you will manage diverse construction contracts and oversee all facets of construction project execution. This is a high-impact opportunity to lead major infrastructure improvements that contribute to public health and environmental protection. You will work in a collaborative setting, applying your expertise while gaining exposure to diverse teams and technical systems, and serve as the direct liaison between the County and Contractors to lead Construction Management teams.

About The Team WTD protects public health and enhances the environment by collecting and treating wastewater while recycling valuable resources for the Puget Sound region. The organization is expanding its capital construction programs to meet regulatory requirements and growing population, delivering several billions of dollars' worth of projects over the next ten years through various contracting methods. The team is dedicated to ensuring clean water for generations to come and operates with more than 1,000 employees involved in planning, designing, building, and operating treatment facilities.

We partner with regulatory agencies to reduce harmful waste discharge and educate the public and businesses on water quality protection. We prioritize accountability to ratepayers and operate a well-managed agency serving over 2.3 million King County residents.

Job Duties

Administer overall implementation phase on WTD capital improvement program construction DBB (low bid), work/job order, and/or DB/GCCM contracts as Owner Representative.

Coordinate and lead teams of matrixed CIP personnel including Operations and Maintenance, engineering, community relations, permitting, environmental, right-of-way/property, project control, administrative support, construction management, and design consultant staff.

Ensure compliance with plan and specification requirements, manage project elements (scopes, schedules, budget, risk, communication), and develop QA/QC responses for inspection teams including start-up/testing plans and training; resolve project issues as required.

Manage construction disputes, change order processes, and follow KC WTD standards for document management and filing.

Lead and coordinate construction closeout and work with the team on project closeout.

Experience, Qualifications, Knowledge, Skills

Construction experience in operational industrial, water, and wastewater treatment facilities.

Experience managing large, high-profile, technically and/or contractually complex public works construction contracts.

Experience navigating construction claims/litigation.

Experience with alternative construction delivery methods including design-build and/or GCCM.

Ability to read and interpret engineering drawings and specifications and provide constructive comments to project managers, engineers, and consultants.

Working knowledge of relevant construction laws, ordinances, County policy, and contract terms and conditions.

Working knowledge of codes, standard plans and specifications, and quality control methods.

Experience working with contractors to ensure contract compliance, job quality, safety, and timeliness.

Ability to determine contract entitlement and negotiate changes in a timely manner.

Ability to plan and organize the work of a construction management team and ensure proper conduct of assigned work.

Ability to resolve conflicts within the team and with the contractor.

Ability to work with a diverse group of people and communicate clearly, both orally and in writing.

Skill in using word processing and data analysis software for work products.

It Would Be Great If You Also Bring

Relevant minimum experience (5 years) in Construction Management of Wastewater Facilities.

Thorough knowledge of current construction methods, practices, materials, and equipment; at least two years of experience in wastewater or heavy industrial facilities.

Ability to inspect materials and workmanship and identify deficiencies requiring corrective action.

Undergraduate degree in a related field.

Required Licenses/Certifications

Valid Washington State Driver's License

Employee will be working outdoors with uneven terrain.

Workplace Exposures

Employee will be exposed to loud noise.

Supplemental Information Working Conditions: The Construction Management team works in a hybrid model, with days in the office as well as telecommuting. The primary onsite location is Brightwater Treatment Plant, 22505 State Route 9 SE, Woodinville, WA 98072. Employees must reside in Washington State and be within reasonable proximity to King County worksites. A County-issued laptop will be provided, and employees must maintain a home workspace with reliable internet access.

Work Schedule: This is a full-time, 40-hour work week. This position is covered under the Fair Labor Standards Act (FLSA) and is overtime eligible.

Union Representation: This position is represented by the King County Technical Employees' Association (TEA) bargaining unit.
