Job Summary The Senior Manager of Facilities Infrastructure Engineering will support capital programming and prioritization, assist the Deputy Director in developing design standards and guidelines for civil/site/structural assets such as stations, administrative buildings, vehicle maintenance facilities, parking garages and other system‑wide support buildings. The role will interpret codes for mechanical systems (HVAC, ADA, tunnel ventilation, fire suppression, hoists, lifts, cranes, plumbing, drainage, sanitary systems), manage facility quality, plan capital improvement projects, repair and rehabilitate MBTA infrastructure, coordinate with internal and external agencies, perform comprehensive design reviews, provide complex engineering support to the Chief Engineer’s Office, Maintenance Departments and Capital Delivery.

Duties & Responsibilities

Liaise with Capital Delivery, Design and Construction Department to perform facility design review, quality management of facility construction, prioritize capital project scopes of work and preliminary design, and assist with engineering support as directed.

Liaise with departments within the Office of Stations and Engineering & Maintenance of Way (Power Division, Signal Division, Maintenance of Way) to coordinate asset end‑of‑life with capital renewals, prioritize scopes of work and preliminary design for transition to Capital Delivery, interpret and validate facility standards for civil/site/structural assets system‑wide, review engineering design of work performed by consultants, contractors, and MBTA engineering staff, conduct site inspections of systems and materials to verify quality.

Review facility design, construction and maintenance standards, develop and oversee engineering designs at various levels of completion ranging from preliminary or conceptual to final, specifications and standards for modifications to MBTA infrastructure.

Utilize established methods and procedures to ensure infrastructure designs are in conformance with MBTA requirements and standards.

Advise Chief Engineer’s Office of capital investment priorities from a facility asset condition perspective.

Develop budgets and reports for proposed projects, evaluate impacts of proposed projects to determine feasibility, provide recommendations to executive management and department managers, participate in technical committees and panels.

Support operational, facilities, real estate and planning functions by examining and identifying deficiencies within existing facility assets, preparing recommendations for improvements, providing technical advice and guidance, reviewing development projects that may impact existing rail systems and facilities and participating in internal audits as needed.

Respond to emergencies, extreme weather conditions, or abnormal conditions that impair service or safety of service twenty‑four (24) hours a day, seven (7) days a week.

Drive a company or personal vehicle to visit work sites and assist at emergencies and events as needed; respond to each inquiry in a courteous and professional manner consistent with the Authority’s customer service quality standard.

Uphold the rights and interests of a workforce by ensuring the fair and consistent application and strict adherence to the rules, regulations, collective bargaining agreements (if applicable) and policies of the Authority, including the EEO, anti‑discrimination and anti‑harassment and anti‑retaliation policies.

Perform other related duties and projects as assigned.

Minimum Requirements & Qualifications

Bachelor’s Degree in civil engineering, structural engineering, construction management, facilities management, architecture, or a related field from an accredited college.

Seven (7) years of professional engineering experience in design, estimating, construction and contract administration in the disciplines of structural, facilities, civil or related.

Experience with facility engineering standards for civil/site/structural assets and support of facility mechanical systems (HVAC, tunnel ventilation, fire suppression, hoists, lifts, cranes, plumbing, drainage, sanitary systems) and associated control systems.

Working knowledge of CAD, Word, Excel, mainframe or database applications; proficient in MS Office, PowerPoint and graphic applications.

Effective communication with customers, employees, vendors, contractors, designers, public legislators and state and federal agencies.

Excellent customer service, conflict resolution, negotiation, communication (speaking and writing) skills.

Strong organizational, analytical, confidentiality, quantitative, multi‑tasking and time management skills.

Strong working knowledge of Building and Trade Codes and their application to MBTA facilities.

Valid driver’s license without infractions in accordance with MBTA policy.

Ability to pass a Criminal Offender Record Information (CORI) check, background screening, MBTA’s medical requirements including a physical examination and drug and alcohol screening.

Positive work record for the two (2) years immediately prior to the closing date of this posting.

Ability to work any and all shifts and/or locations assigned or directed.

Availability to work twenty‑four (24) hours per day, seven (7) days per week, 365 days per year.

Ability to supervise and work effectively with a diverse workforce.

Preferred Experience And Required Skills

Massachusetts Professional Engineering (PE) license (or ability to become registered in Massachusetts within 6 months).

Master’s Degree in electrical, civil, structural, mechanical engineering, facilities management, architecture or a related field from an accredited college.

Experience with transit facility construction, maintenance and operations.

Experience managing projects with MS Project 2013 or Primavera P3; resource loading within project schedules.

Job Conditions

Effective reading, comprehension, communication, and response to instructions, orders, signs, notices, inquiries, etc. in English.

Minimum age eighteen (18) years, unless participating in an approved high school internship/co‑op program.

Ability to commute to assigned work locations in the Boston, MA metro area, as required by the role.

Ability to provide internal and external customers with courteous and professional experiences.

Ability to work effectively, independently, and as part of a diverse workforce team (or supervise, if required).

Ability to uphold the rights and interests of the MBTA while building and maintaining effective relationships with employees and co‑workers.

Work all shifts and/or locations assigned, directed, or necessary for this position, including up to twenty‑four (24) hours per day, seven (7) days per week for severe weather conditions, emergencies or any other circumstances that may impact service or safety of service.

Intern/co‑op staff must be enrolled full or part‑time in an accredited educational program, maintain a cumulative GPA of at least 2.5, have valid work authorization and U.S. Social Security Number, and a valid student visa if required.
