Cybersecurity SME/Representative/Manager

Cyber Lab LLC is seeking a Cybersecurity Manager to lead cybersecurity delivery for Military Construction (MILCON) projects involving Facility‑Related Control Systems (FRCS). As the Cybersecurity Representative, you’ll be the primary point of contact for all cybersecurity documentation, implementation, and stakeholder coordination driving RMF/eMASS execution and ensuring compliance with DoD/NAVFAC requirements across building and utility control systems.

Phase 1: Prepare RMF documentation (SSP, SAR, POA&M, EIRP, SAP, SMAR). Phase 2: Establish TDE, perform FAT/SAT testing, provide training, and track cybersecurity milestones.

Responsibilities

  • Serve as Cybersecurity Representative and single point of contact for cyber documentation and implementation.
  • Conduct the Cybersecurity Kickoff Meeting with the Contracting Officer, ISSM, Program Manager, and System Owner.
  • Develop and submit Riser Diagram, Inventory Report, Basis of Design (BoD), Cyber Hygiene Checklist, and Cybersecurity Validation Checklist.
  • Provide full RMF support aligned to UFGS 25 05 11, UFGS 25 08 11.00 20, UFGS 25 08 10, UFGS 25 10 10, UFGS 01 35 13.02/NAVFAC ICSB v3, UFGS 01 50 00, and DoDM 8570 IAM certification.
  • Prepare and manage RMF documentation using Navy RMF templates in eMASS: SSP, CMP, SAR, POA&M, ISCP, EICP, EIRP, SAP, SMAR.
  • Establish and manage a Test & Development Environment (TDE): replicate production, perform patch management, continuous monitoring, and SCAP/STIG vulnerability scans.
  • Support FAT/SAT testing using DoD ACI TTPs and ESTCP Cybersecurity & Telecommunications Guidelines; apply ESTCP FAT/SAT & Pen‑Testing checklists.
  • Provide training for project teams/subcontractors on FRCS cybersecurity expectations.
  • Track and report cybersecurity milestones, risks, and deliverables aligned with project schedules.
  • Guide internal team members on site execution and documentation quality per UFGS/RMF.

Qualifications

  • 2+ years of RMF implementation experience.
  • Experience on at least two medium‑to‑high risk control systems projects.
  • Demonstrated experience in FRCS cybersecurity implementation (construction/commissioning).
  • Completion of relevant control system cybersecurity training/certification.
  • Bachelor’s in Cybersecurity, Information Systems, Engineering, or related field (Master’s preferred).
  • Active Secret Clearance (TS/SCI preferred).
  • Certifications: Security+, CISSP, or equivalent.
  • Ability to align to DoDM 8570 IAM baseline per UFGS personnel requirements.

Work Conditions

  • Attend Cybersecurity Kickoff, FAT/SAT, site inspections, and coordination meetings.
  • Flexible schedule based on deliverables and review timelines.
  • CONUS/OCONUS travel as project needs dictate.
  • Work Location: On-site in Dededo, GU 96929.

Preferred Skills

  • Experience preparing/reviewing cybersecurity documentation for federal contracts.
  • Familiarity with DoD/NAVFAC cyber policies, UFGS specs, STIGs/SRGs, and RMF steps.
  • Proficiency with STIG Viewer, Tenable/Nessus/ACAS, eMASS.
  • Ability to interpret and respond to NAVFAC/DoD redlines and comments.
  • Strong stakeholder communication, scheduling, and risk tracking.
