DESCRIPTION
The City of Oxnard is seeking an experienced Accountant to join the Finance Department. The role offers an opportunity to develop accounting, budgeting, and analytical skills in a full-service municipal setting.
RESPONSIBILITIES
- Maintain General Ledger accounts and subsystems: debt accounting, accounts payable/receivable, payroll, inventory, grants, fixed assets, revenues, and utility billing.
- Process debt payments, manage draw‑downs, reconcile trustee statements, prepare debt budgets, and produce financial statements and analysis.
- Prepare project financial statements, schedules, and worksheets; recommend corrections and controls.
- Populate financial statements and reports for federal, state, and internal agencies; review fund balance projections with management.
- Support central accounting functions: adjusting entries, fiscal year closing adjustments, and audit documents.
- Recommend system changes, identify inconsistencies, and invest surplus funds.
- Coordinate accounting activities with other divisions; develop procedures for GAAP transactions.
- Execute complex accounting transactions: capital lease entries, bond issuance, grant monitoring within governmental accounting systems.
- Prepare audit‑ready work papers in compliance with GAAP and GAAS.
- Reconcile and balance accounting records; perform complex bank reconciliations across multiple funds.
- Explain charges to customers for City‑provided services as needed.
- Interpret data, generate statistical and fiscal reports; submit accounting information for data processing.
ESSENTIAL FUNCTIONS
- Provide analytical support and coordinate special projects.
- Gather, analyze, and present data; maintain reports, databases, and marketing materials.
- Respond to inquiries, conduct research, audits, assessments, and troubleshoot issues.
- Perform professional financial and program coordination work.
- Undertake additional duties as required.
QUALIFICATIONS
- Bachelor’s degree in Business Administration, Finance, Accounting, or related field.
- Two (2) years of experience comparable to an Administrative Services Coordinator/Support Supervisor.
- Proficiency in Microsoft Office and computer applications.
