SUMMARY The Environmental Project Manager performs professional and responsible administrative work in providing the engineering services related to the Municipal storm water management (MS4) program, and operation, maintenance, and rehabilitation of the municipal storm sewer collection system. Work is performed under the general supervision of the Community Services Director.

RESPONSIBILITIES

Manage the MS4 Program including filing required NPDES reports and permit applications, preparing, managing and updating the required written plans for each of the Best Management Practices, tracking inlet inspections/structural BMP inspections, outfall testing, and maintaining records

Manage the operation, maintenance, and rehabilitation of the Municipal stormwater collection system

Planning, organizing and providing construction management of projects related to the storm sewer system, MS4 requirements, stormwater conveyance, and collection system

Assist in the planning, organizing and construction management of the wastewater collection system, Municipal road program, and capital improvement projects

Responsible for the designs, analysis, specifications, plans, investigations, cost estimates, tabulations of contract bids, and contract payments related to the storm sewer system, MS4 requirements, stormwater conveyance and collection system

Assist in the design, analysis, sections, plans investigations, cost estimates, bid tabulation and contract payments related to the wastewater treatment conveyance, treatment, and collection system, Municipal road program, and capital improvement projects

Attend meetings with special organizations

Researching, applying for grants and managing grant funds and contracts

Reviewing erosion and sedimentation control plans

Coordinates contract work to minimize public inconvenience

Coordinates work with other federal, state and county agencies

Interacts with residents, public utilities and businesses

Reviews land development and subdivision plans, cost estimates, developers agreements, payment release documents and makes recommendations to the Planning Commission and Council

Reviews stormwater management permits, drainage projects and grading plans and permits

Performs duties as the FEMA Flood Plain Administrator

Prepares a variety of technical reports and gives presentations of same

Provides design and inspection on special projects

Serve as staff liaison for designated advisory boards and committees as appointed by the Municipality

Performs other assigned tasks as required

KNOWLEDGE, SKILLS, AND ABILITIES

Thorough knowledge of the theory, principles and practices of civil engineering as applied to storm water and sewer related fields

Ability to plan projects and prepare related designs, estimates and specifications

Ability to perform difficult engineering computations and to make comprehensive recommendations on engineering problems

Ability to establish and maintain effective working relationships with stakeholders, associates, contractors and the general public

Skill in the use of civil engineering instruments and equipment

Ability to prepare engineering drawings

Ability to communicate complete ideas effectively, orally and in writing

Ability to prepare technical reports

Ability to work Monday - Friday, 8:00am - 4:30pm

DESIRED MINIMUM QUALIFICATIONS

Graduate from an accredited college or university with a Bachelor degree in civil or environmental engineering

A minimum of 2-4 years of relevant engineering experience

Possession of a valid PA driver’s license

PHYSICAL DEMANDS This is light work requiring the exertion of use to 20 pounds of force occasionally, up to 10 pounds of force frequently, and a negligible amount of force constantly to move objects; work requires climbing, standing, and walking; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for depth perception, color perception, night vision, peripheral vision, preparing and analyzing written or computer data, use of measuring devices, assembly or fabrication of parts at or within arm’s length, operation of machines, operation of motor vehicles or equipment, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is subject to inside and outside environmental conditions, noise and hazards.

DRUG TESTING Employment is contingent upon the results of a post-offer (initial employment) drug screen.
