This is a non-Civil Service announcement. The Choose How You Move (CHYM) Project Delivery & Acceleration Director is a member of the Mayor’s Office CHYM team. This role drives and provides program oversight for project planning, design, and construction activities amongst multiple implementing entities, with a focus on high-quality, consistent, and streamlined execution while allowing for unique approaches to individual projects where warranted. The CHYM Project Delivery & Acceleration Director reports to the CHYM Chief Program Officer. This role collaborates extensively with NDOT, WeGo, the Planning Department, local utilities, and other Metro entities involved in CHYM implementation to coordinate technical, logistical, procurement, planning, design, engineering, and construction elements of the program and reduce risks to on-time program delivery. Importantly, it will manage day-to-day oversight of the project delivery activities of a third-party program management team. CHYM, approved by 66% of voters in 2024, is Mayor O’Connell’s transportation improvement program and the largest capital program in geographic scope and scale to be undertaken in Nashville’s history. Implementation of the $3.1 billion in CHYM capital projects requires extensive collaboration among multiple Metro departments, project managers, and vendors; coordination of $111 million worth of annual operating expenditures; and robust engagement with neighbors. CHYM will transform how people move around the city for decades to follow. CHYM includes installation of smart signals at nearly 600 intersections. It adds 24/7/365 transit service and builds 54 miles of high-capacity transit with more frequent, reliable, and accessible service. It builds 86 miles of sidewalks to ensure Nashville completes the WalkNBike Nashville priority sidewalk network and connects our busiest neighborhoods to major transit routes. The program makes safety improvements on 78 miles of the Vision Zero High-Injury Network, creating safer streets for pedestrians, bicyclists, drivers, and transit users alike. Works with the Chief Program Officer, Deputy Chief Program Officer, CHYM Steering Committee, project managers (both Metro and third-party), planners, engineers, procurement teams and the CHYM Advisory Committee to prioritize, schedule, and minimize risk throughout the lifecycle of project implementation. Coordinates planning, design, permitting, procurement, and execution of multiple CHYM projects across and between the CHYM PMO, NDOT, WeGo, Planning, Metro Water, ITS, Finance, and others. Learns existing departmental processes for project delivery and guides modification of these processes to expedite CHYM project delivery without sacrificing collaboration and robust engagement. Identifies and cooperatively implements alternative delivery solutions that enhance project value and efficiency, and guides internal teams on best practices, contract mechanisms and compliance requirements. In coordination with executing departments, ensures that project deliverables and timetables are met on time and within budget. Collaborates with leadership to support an engaging and collaborative working relationship with State of Tennessee and Federal agencies such as the Federal Highway Administration (FHWA) and the Tennessee Department of Transportation (TDOT). Serves as the central technical quality assurance lead, reviewing technical deliverables, verifying alignment with standards, and supporting the leadership with approval reviews at key stage gates, ensuring that projects meet scope, funding readiness, and interdepartmental coordination standards before advancing. Organizes and convenes a collaborative CHYM project delivery working group, to ensure that CHYM delivery is informed by subject matter experts with experience in project planning, design, and construction, multiple procurement and delivery methods, and transportation, mobility, and infrastructure issues. Develops and maintains collaborative working relationships with key planning, engineering, technical, and project management staff in Metro departments, on the third-party program management team, and with vendors utilized by departments delivering CHYM programs, projects and services. In partnership with leadership, oversees coordination with the third-party program management vendor, ensuring deliverables align with CHYM’s program governance tools, delivery schedules, and interagency workflows, with a specific focus on successful project delivery. Provides oversight of the third-party program management vendor, guiding deliverables, timelines and project reviews, with a specific focus on successful project delivery. Supports development and execution of a CHYM performance management strategy tied to overall values, including key performance metrics that can be used to evaluate success of implementation. Proactively collaborates with the CHYM and Mayor’s Office communications and engagement staff to ensure community input and engagement addresses anticipated challenges to CHYM project implementation. Develops deep understanding of and manages developmental infrastructure complexities and related issues. Some examples include participating in utility coordination and deconfliction to ensure risks are mitigated and guiding right-of-way acquisition decisions to meet overall CHYM strategic direction. Identifies project delivery methods at Metro’s disposal suitable for use (Design-Build, IDIQ, CMAR, IPD, P3s, etc.) based upon experience seen in other peer programs. Facilitates collaborative decision-making with a diverse slate of technical stakeholders and works through complex situations effectively. Mediates conflict and problems when necessary, driving alignment across stakeholders. Elevates unresolved contentious issues to leadership as appropriate for further understanding and deliberation. Supports the development of real-time reporting dashboards and milestone tracking tools to inform leadership and other key stakeholders on project progress, risk and readiness. EDUCATION AND EXPERIENCE Bachelor’s Degree and at least 12 years of experience in managing and delivering complex infrastructure projects, transportation and mobility programs, public works activities, or a related field. *Must submit a resume along with a fully completed online application. PERFORMANCE STANDARDS Strong understanding of federal, state, and local requirements, design standards, and guidelines applicable to CHYM projects. Strong understanding of alternative project delivery, procurement processes and strategies, such as Design-Build, CMAR, IPD, P3, etc. Ability to work collaboratively, with an emphasis on nurturing strong teams. Demonstrated ability to advance large scale programs and projects from design to construction completion. Excellent communication, organization, and time management skills, with the ability to manage multiple tasks. Experience working in a matrix environment. Note: Per Metro Ordinance No. SO94-1078. Demonstrated knowledge of technical transportation and mobility topics and how they relate to the CHYM program, including roadway design, engineering and construction, planning and zoning concepts, right-of-way activities and property acquisition, dedicated and priority bus lanes, public transit operations, green and complete streets, drainage, sidewalk construction and maintenance, signal technology, regulatory environments, grant administration, finance, procurement, and compliance. Experience utilizing capital project management systems or Oracle based project management software and scheduling software such as Primavera to manage and deliver large infrastructure projects. Experience in risk management and ability to identify and assess risks through the project lifecycle. Knowledgeable of multimodal technical guidance from NACTO, AASHTO, ITDP, ITE, APTA, FTA, FHWA, TRB, and other leading organizations. Experience managing complex municipal projects and program management vendors of similar scale.
