The ideal candidate demonstrates advanced proficiency in Identity & Access Management (IAM), Microsoft 365 Architecture, and Enterprise Architecture & Cloud Strategy. They possess deep expertise in assessing, planning, advising, and directing Infrastructure and Operations resourcesparticularly in alignment with ESDs Identity and Access Management and Microsoft 365 (M365) strategies. This individual excels at blending architectural vision with people leadership, driving secure, scalable, and compliant enterprise solutions while cultivating a high-performance, collaborative team environment. In this role you will be a member of the Infrastructure and Operations unit within the Information Technology Services Division (ITSD), housed in the Innovation and Technology Office, reporting directly to the Infrastructure Development Manager. The Infrastructure and Operations unit plays a vital role in supporting the Employment Security Department (ESD) by maintaining and advancing the critical infrastructure technologies, systems, and services that enable effective delivery of claimant and employer services. Duties Lead, manage, coach, and mentor teams of IT Enterprise System Engineers, establishing position objectives and expectations, and motivate staff to consistently achieve high performance standards. Manage resource allocation and capacity planning to ensure the team is focused and assigned to the appropriate projects or work efforts as directed by Infrastructure or ITSD management. Write performance expectations, conduct evaluations, ensure expectations are implemented effectively, and provide feedback and evaluations to manager. Consistently analyze staff performance against position requirements, policies, and standards, and provide corrective actions or disciplinary measures when required. Foster a culture of positivity, innovation, and process improvement. Cultivate a collaborative and learning environment to expand staff skills and knowledge and improve staff cross?functionality along with reducing single points of failure. Design and oversee enterprise?level AD, IAM and M365 architecture that align with agency, state, and federal standards. Lead the development, procurement, testing, and implementation of secure identity solutions, including authentication, authorization, and federation services. Ensure M365 services (Exchange Online, SharePoint, Teams, OneDrive, etc.) are optimized for performance, security, and user experience. Provide technical oversight and governance for system integrations, migrations, and lifecycle management. Lead, coach, and mentor a team of Enterprise System Engineers specializing in IAM and M365 technologies. Lead and implement enterprise?wide strategy for the technical development, integration, testing, and deployment of Identity and Access Management (IAM) solutions, Microsoft 365 (M365) services, and infrastructure technologies whether new, existing, in?house, third party, or a combination to ensure alignment with agency goals, regulatory requirements, and evolving business needs. Design, develop, and maintain enterprise architecture models and component?level frameworks that support staging, development, and testing of IAM, AD, and M365 solutions. Implement, measure, and improve all processes, procedures, and activities required using LEAN for training and cross?training purposes. Communicate regularly with respective teams to provide status updates relating to problem handling and resolution. Discuss issues and determine the best approach for resolution.

Qualifications

Required: 9 years of IT experience performing position?specific duties related to managing, operating, and maintaining enterprise and infrastructure systems, applications, and services, or a combination of education and or relevant experience. Or Bachelors degree in information technology or closely related field and 5 years IT experience performing position?specific duties related to managing, operating, and maintaining enterprise and infrastructure systems, applications, and services, or a combination of education and/or relevant experience. Or Associates degree in information technology or closely related field and 7 years IT experience performing position?specific duties related to managing, operating, and maintaining enterprise and infrastructure systems, applications, and services, or a combination of education and/or relevant experience. Three (3) years of experience supervising technology professionals. Demonstrated experience managing tasks and resources related to IT enterprise projects. Experience with Microsoft Active Directory, group policy design, deployment, and configuration best practices.

Additional Required Experience: Managing enterprise?grade IT projects and resources. Designing, operating, and maintaining infrastructure systems, identity platforms, and cloud services. Expertise in Microsoft Active Directory, group policy design, and configuration best practices.

Desired/Preferred: Experience with Active Directory Federation Services, Azure Active Directory, and hybrid identity platforms. Experience with Microsoft Exchange (on prem/cloud), Windows. Experience with Microsoft Windows Server, server configuration, patch management, backup, and monitoring tools. Experience with hybrid or public cloud services at an enterprise level. CompTIA Network+ certification or equivalent experience/training. Experience applying ITIL, Organizational Change Management or Lean principles. Microsoft Certified: Identity and Access Administrator Associate. Microsoft 365 Certified: Enterprise Administrator Expert. Azure Solutions Architect.

Identity & Access Management (IAM) End?to?end lifecycle management, provisioning/deprovisioning, and access reviews. Integration with Active Directory, Azure AD, and federated identity platforms. Implementation of RBAC, conditional access, MFA, and zero trust principles.

Microsoft 365 Architecture Design and optimization of Exchange Online, SharePoint, Teams, and OneDrive. Governance, compliance, and security configuration across M365 workloads. Automation using PowerShell, Graph API, Logic Apps, and integration with ITSM platforms (e.g., ServiceNow).

Enterprise Architecture & Cloud Strategy Hybrid identity models and cloud?native infrastructure (Azure, AWS). Standardization of deployment practices, naming conventions, and access controls. Development of SOPs, architectural documentation, and configuration baselines.

Education to Experience Equivalences : Associate Degree = 2 years | Bachelor Degree = 4 years | Masters or Higher = 5 years

Must possess valid drivers license and good driving record. Must successfully pass a criminal background check. Must be able to pass Unemployment Insurance (UI) & Paid Family and Medical Leave (PFML) claim and fraud check.
