Senior Acquisition Specialist (Procurement) Overview Drodex is recruiting a Senior Procurement Specialist to support a high‑visibility and high‑impact office within the U.S. Department of Health and Human Services (HHS) under the Biomedical Advanced Research and Development Authority (BARDA). BARDA, part of the Administration for Strategic Preparedness and Response (ASPR), leads the nation’s efforts to prevent, prepare for, and respond to public health emergencies and disasters.

The Senior Procurement Specialist will play a key role in pre‑award acquisition support, providing expert‑level contracting and procurement planning to enable BARDA’s mission of advancing medical countermeasure development. This position requires a deep understanding of federal contracting processes, the Federal Acquisition Regulation (FAR), and the ability to develop strategies that ensure compliance, efficiency, and value to the government.

Location Washington, D.C.

Hybrid At least 1 day per week (contingent on contract award).

Responsibilities

Provide pre‑award procurement support by analyzing requirements, recommending appropriate contract types, and establishing acquisition milestones.

Conduct market research and cost/price analyses to identify qualified vendors and support fair and reasonable pricing.

Assist in developing Statements of Work (SOWs), Independent Government Cost Estimates (IGCEs), and solicitation documentation.

Support contract negotiations, awards, and administration of both competitive and sole‑source acquisitions.

Analyze and interpret procurement policies and procedures, providing recommendations for improvement.

Prepare and maintain contract files and documentation in compliance with federal regulations and internal policies.

Collaborate with program, legal, and finance teams to ensure alignment of procurement actions with organizational objectives.

Support the development and implementation of contracting best practices to enhance acquisition efficiency.

Qualifications Required Education

Bachelor’s Degree or higher in Accounting, Business, Finance, Law, Contracts, Purchasing, Economics, Industrial Management, Marketing, Quantitative Methods, or Organization & Management.

Required Experience

Minimum of 8 years of experience in Federal Contracting and Procurement.

Demonstrated ability to negotiate, award, and administer both competitive and sole‑source contracts.

Experience analyzing procurement policies, procedures, and cost/pricing data.

Hands‑on experience with Fixed‑Price, Cost‑Reimbursement, and Indefinite Delivery/Indefinite Quantity (IDIQ) contracts.

Desired Qualifications

Prior federal experience as a FAR‑based Contracting Officer or Contract Specialist.

Strong analytical, negotiation, and problem‑solving skills.

Excellent communication and interpersonal skills, with the ability to advise senior stakeholders.

Proven ability to manage multiple priorities and meet deadlines in a fast‑paced environment.

Required Clearance

Must be able to obtain and maintain a Public Trust security clearance.

This position is part of an active proposal submission. Employment is contingent upon contract award.
