The Houston
Engineering Project Manager
is responsible for leading the successful execution of assigned engineering and construction projects from proposal through project close-out. This position ensures that each project is delivered safely, within scope, on schedule, and on budget while maintaining the highest standards of technical quality and client satisfaction. Acting as the primary liaison between the client and internal engineering teams, the role directs multidisciplinary resources, manages subcontractors and vendors, and provides overall project leadership. In addition to core project responsibilities, the Engineering Project Manager provides high-level leadership support to operations in the Houston office, fostering a collaborative and safety-focused culture. This role works closely with Business Development to coordinate efforts to develop and maintain client relationships and drive project pursuits with an emphasis in the Houston area. As a Staff Level 2 position, this role leads multiple projects and operational functions, mentors senior staff, develops future leaders, and champions continuous improvement in project management to maintain JEPCO’s competitive advantage. The Engineering Project Manager reports to the Vice President of Operations and plays a critical role in operational performance and client relationship development. Responsibilities Project Planning & Execution : Lead, manage, and execute engineering projects across all phases—including initiation, planning, execution, monitoring, and closeout. Develop comprehensive project plans including scope of work, deliverables, schedules, resource allocation, budgets, and risk mitigation strategies. Prepare project estimates and proposals in collaboration with technical leads and discipline managers; ensure contractual terms accurately reflect project scope and expectations. Direct internal project teams by clearly communicating project goals, roles, responsibilities, timelines, and technical expectations. Contribute to Project Management process improvements and promote ongoing collaboration to optimize project delivery. Champion innovation in Project Management technologies, tools, and work practices to maintain JEPCO's competitive edge in the marketplace. Client Relationship Management : Serve as the primary point of contact for assigned clients, facilitating regular communication, progress reporting, and resolution of issues. Represent JEPCO at project-related meetings, reviews, and client presentations, fostering trust and ensuring alignment on goals and expectations. Proactively identify and communicate potential project scope changes or risks to the client, preparing formal change requests as necessary. Maintain and grow client relationships with a specific focus in the Houston area. Establish project teams by collaborating with discipline managers to secure appropriate resources and skills. Lead cross-functional coordination among engineering disciplines, procurement, construction, and quality teams. Provide direction, mentorship, and support to team members; facilitate a high-performing, collaborative project environment. Offer feedback on individual team member performance to support professional development and performance evaluations. Provide high-level leadership support for Operations in the Houston office. Foster a collaborative, inclusive, and safety-first culture across the Houston office. Performance & Compliance Monitoring : Track and manage project budgets, schedules, deliverables, and milestones; ensure projects remain within approved parameters. Maintain accurate documentation of project scope changes, decisions, and contractual updates. Review and authorize project-related expenditures and vendor payments. Monitor project execution to ensure compliance with engineering standards, industry codes, regulatory requirements, and client specifications. Anticipate and manage project risks, constraints, and conflicts through proactive planning and stakeholder engagement. Address technical and logistical challenges swiftly, engaging engineering experts and field staff as needed to resolve issues. Business Development Support : Support Business Development in identifying new business opportunities, nurturing client relationships and securing repeat work. Lead proposal development and presentations as required to support company growth initiatives. Actively engage in strategic project pursuits, client presentations, and scope definition activities to position JEPCO for successful project awards. Perform additional duties and special projects as needed to support departmental or company objectives. Qualifications Education, Experience, & Licensure Education : Bachelor’s degree in engineering, construction management, project management, or related field required; or equivalent knowledge and experience. Experience : Minimum of 10 years of engineering experience with a minimum of 5 years of project management experience, and 3 years of management experience, preferably in an EPC (Engineering, Procurement, Construction) environment supporting projects in heavy industrial, mining and minerals, or oil and gas. Licensing/Certifications : Project Management Professional
(PMP)
certification preferred. Membership in additional professional organizations supporting continued development (e.g., AACE, ASME, PMI chapters). Demonstrates a comprehensive understanding of engineering principles and design processes across civil, structural, mechanical, electrical, automation, and process disciplines. Applies this knowledge to manage technical accuracy, scope adherence, and interdisciplinary coordination throughout the project lifecycle. Effectively manages scope definition, change control, milestone scheduling, and budget tracking. Uses forecasting tools, work breakdown structures, and resource planning strategies to maintain alignment with client expectations and contractual requirements. Serves as the primary point of contact for clients, maintaining clear, professional, and proactive communication. Builds trust through responsiveness, transparency, and follow-through. Facilitates alignment among clients, internal teams, vendors, and subcontractors to ensure project goals are met. Fluent in English. Identifies challenges early, evaluates multiple solutions, and implements corrective actions to keep projects on track. Applies engineering judgment to resolve technical, logistical, and operational issues while balancing competing priorities and constraints. Ensures engineering deliverables from different disciplines integrate effectively. Understands how scope from various departments (civil, piping, process, automation, etc.) impacts overall project execution and promotes seamless communication across engineering groups. Anticipates project risks—technical, financial, or operational—and collaborates with leadership to develop and implement risk response plans. Monitors emerging issues and maintains an adaptive approach to shifting project dynamics. Maintains a working knowledge of client contracts, scope of work, commercial terms, and technical requirements. Ensures that the project team delivers in alignment with contractual obligations and manages out-of-scope work appropriately. Documents scope changes, tracks cost and schedule impacts, and communicates change implications with internal and external stakeholders. Facilitates client discussions around added scope and maintains change control discipline. Leads cross-functional teams with clarity and accountability. Builds strong working relationships, encourages open communication, and supports team cohesion. Motivates others and fosters a culture of mutual respect, inclusion, and technical excellence. Able to prepare timely and accurate project status updates, action logs, meeting notes, and decision records. Ensures documentation is maintained in accordance with project procedures and can be easily accessed for auditing or turnover purposes. Demonstrates a commitment to ongoing professional development. Seeks feedback, reflects on lessons learned, and actively contributes to process improvement initiatives that enhance project delivery and organizational growth. Familiarity with earned value management (EVM), cost control, and project financial reporting preferred. Systems : High proficiency in project scheduling software systems (Primavera P6 or MS Project preferred).
