Construction Manager, Public Works (On-Call/As-Needed) - Brea, CA Bowman Consulting is seeking a Construction Manager, Public Works (On-Call/As-Needed) to join our team in Brea, CA. This role plays a vital liaison between City staff, contractors, design teams, and project stakeholders, responsible for delivering construction contracts within cost, schedule, and scope.

Purpose On behalf of the City, the Public Works Construction Manager serves as a liaison between City staff, contractors, design teams, and other project stakeholders involved with construction activities. The manager is responsible for the delivery of a construction contract, from beginning to end, within the project’s cost, budget, and schedule.

Responsibilities

Receive broad guidance from senior-level management relating to overall key objectives, critical issues, new concepts, and policy matters.

Directly interact with client representatives to negotiate work plans, administer construction contract terms and conditions, resolve field issues, and provide management system reporting.

Assist with marketing the firm’s capabilities to establish new clients and enhance relationships with existing clients.

Coordinate with engineers and design professionals, consult regarding modifications to plans and specifications.

Oversee various Public Works construction projects, including roadway paving and rehabilitation, utility upgrades, parks and recreational facility improvements, water, sewer and storm drain improvements, and other civil construction projects from conception to completion.

Evaluate project constructability and construction cost feasibility through document review and design team interaction.

Perform, coordinate, and direct the observation and inspection of civil construction projects.

Make recommendations to the owner regarding conformance with project requirements and recommend corrective action.

Review contractor’s cost estimates, change orders, and applications for payment, making recommendations for approval or revision as necessary.

Provide on-site observation of quality and progress of work and ensure that the general contractor’s submittals and requests for information are addressed in a timely manner.

Qualifications

Bachelor’s degree in civil engineering, construction management, or equivalent with certifications and specified training in lieu of degree.

Professional Engineering license desirable.

Ten or more years of experience in Public Works Construction covering utilities, roadway rehabilitation, transportation, water/wastewater, or other civil construction projects. At least three years of supervisory experience and experience managing projects during construction phase required.

Experience in engineering and construction management consulting industry and construction contracting highly desirable.

Proven experience and expertise in construction administration or construction management.

Thorough knowledge of building products, construction details and relevant rules, regulations, and quality standards.

Professional level knowledge of construction business practices, including permitting, zoning, environmental testing and abatement, and construction and architectural contracts.

Familiarity with construction management software packages.

Knowledge of CPM scheduling preferred.

Valid state driver’s license and ability to pass a motor vehicle check.

Physical Demands

Partly indoor professional office environment and partly outdoor work environment with typical office and construction site conditions.

Mobility around an office environment and construction site to include walking, bending, crawling, climbing, squatting, or kneeling and wearing required PPE.

Occasional lifting or carrying up to 20 pounds; occasional pushing or pulling up to 20 pounds.

Primarily local travel during the business day; occasional out-of‑area or overnight travel may be required.
