Director, Budget and Performance Management
City of Hollywood, Florida invites applications for the Director, Budget and Performance Management role.
Job Summary Under the oversight of the Assistant City Manager, the Director leads and manages the Office of Budget and Performance Management, overseeing preparation and implementation of the annual budget and ensuring funds are structurally balanced and sustainable. The Director directs performance management and accountability programs, provides assistance in directing special projects, and collaborates with Department Directors and the City Manager to develop and present budget materials.
Essential Functions and Responsibilities
Lead a team of professional staff, including recruiting, evaluating personnel, assigning tasks, providing growth opportunities, and coaching.
Collaborate with Department Directors throughout the annual budget development process to allocate resources based on City Commission priorities.
Coordinate presentation of budget materials and information to the City’s Executive Management Team and City Commission.
Utilize financial data and performance measurement outcomes to identify operational and capital needs, developing recommendations aligned with strategic goals.
Prepare and submit official tax and budget certification documents to the Property Appraiser’s Office and Florida Department of Revenue.
Oversee internal policy reviews to ensure operational effectiveness, efficiency, compliance with best practices and statutory/charter requirements.
Monitor impact of proposed legislative actions and economic issues that may affect the City's financial standing.
Identify available resources for City operations, recommending enhancements or limiting expenditures to preserve financial stability.
Identify and implement innovative ideas to increase transparency and educate the public about the budget process.
Assist the Finance Director with administration of debt financing, refinancing of City capital projects, and debt management of outstanding debt obligations.
Participate in evaluation committees for procurement of goods and services.
Serve as a member of the City’s Executive Management Team for collective bargaining, reviewing and providing analysis and recommendations of agreements.
Conduct oral presentations to City Commission, executive staff, and the general public as needed.
Respond promptly to public and Commission inquiries.
Provide excellent customer service to internal and external customers.
Represent the City professionally and positively, irrespective of protected characteristics.
Establish and maintain effective professional relationships with colleagues, supervisors, and managers.
Perform other duties as required.
Qualifications Education & Experience:
Master’s Degree from an accredited college or university with major coursework in accounting, public administration, business administration, finance, or related field, plus seven (7) years of senior level management in local government or equivalent with emphasis in finance and budget applications.
Additional education or experience may be substituted for the above.
Preferred Credentials:
Certified Public Accountant, Certified Public Finance Officer, or Certified Government Finance Officer.
Certificates, Licenses & Registrations:
Valid Driver’s License with proof of automobile insurance.
Background check: acceptable record.
Driving abstract: acceptable driving record.
Knowledge, Skills & Abilities:
Knowledge of organization functions, policies, laws of local government.
Knowledge of laws, rules and regulations applicable to the budgetary process.
Knowledge of modern management methods and practices.
Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint).
Knowledge of budget preparation and analysis.
Statistical concepts and methods, ability to conduct special reports and studies.
Clear and effective communication, oral and written.
Complex financial record maintenance and reporting.
Programmatic budgeting for operating and capital resources.
Effective working relationships with City officials, employees and public.
Ability to assign, direct and evaluate subordinates.
Organize and present oral and written reports.
Professional relationships with supervisors and managers.
Physical Demands Regularly required to walk, sit, write, hear, speak and exert up to 50 pounds of force occasionally or minimal force frequently or constantly to lift, carry, push, pull or move objects.
Work Environment Office environment requiring sensitivity to change, responsive to goals, priorities, and needs.
