We are hiring a Director of Budget and Performance Management. This role places accountability, transparency and professionalism at the forefront of city governance. We seek results‑driven leaders with proven organizational skills and a strong commitment to a collaborative team environment.
Salary: $130,543.09 – $208,868.95 annually (dependent on qualifications)
JOB SUMMARY Under the oversight of the Assistant City Manager, the Director leads and manages the Office of Budget and Performance Management. Responsibilities include preparing and implementing the annual budget process; ensuring funds are structurally balanced and sustainable; formulating long‑range financial goals and policies; directing the performance management and accountability program; and providing assistance to the City Manager and Department Directors in directing special projects.
ESSENTIAL RESPONSIBILITIES
Lead a professional staff team, overseeing recruitment, performance evaluation, task assignment, and professional growth opportunities.
Collaborate with Department Directors throughout the annual budget development process to allocate resources based on City Commission priorities.
Coordinate the presentation of budget materials and information to the City’s Executive Management Team and City Commission.
Utilize financial data and performance measurement outcomes to identify operational and capital needs and develop recommendations aligned with strategic goals.
Prepare and submit official tax and budget certification documents to the Property Appraiser’s Office and Florida Department of Revenue.
Oversee review of internal policies and processes to ensure operational effectiveness and compliance with best practices and statutory requirements.
Monitor the impact of proposed legislative actions and other economic issues that may impact the City’s financial standing.
Identify available resources and make recommendations to enhance sources and/or limit expenditures to preserve financial stability.
Identify and implement innovative ideas to increase transparency and educate the public about the budget process.
Assist the Finance Director with debt financing and refinancing of City capital projects and debt management of the City’s outstanding debt obligations.
Participate in evaluation committees for the procurement of goods and services.
Serve as a member of the City’s Executive Management Team for collective bargaining and review and/or provide analysis and recommendations of collective bargaining proposals.
Conduct oral presentations to City Commission, executive staff, and the public as needed.
Ensure timely response to public and Commission inquiries.
Provide excellent customer service to internal and external customers.
Effectively and positively represent the City in delivering and performing work with colleagues and clients, regardless of gender, race, religion, age, disability, political affiliation, or sexual orientation.
Establish and maintain effective and professional relationships with work colleagues, supervisors and managers.
Perform other duties as required.
EDUCATION & EXPERIENCE
Master’s Degree from an accredited college or university with major coursework in accounting, public administration, business administration, finance, or a related field.
Seven (7) years of senior level management in local government or equivalent with emphasis in finance and budget applications.
Additional education and experience may be substituted for the above requirements.
Preferred: Certified Public Accountant, Certified Public Finance Officer, or Certified Government Finance Officer.
CERTIFICATES, LICENSES & REGISTRATIONS
Valid Driver’s License with proof of automobile insurance.
Background check with acceptable record.
Driving record with acceptable record.
SKILLS & ABILITIES
Knowledge of local government functions, policies, laws and administrative procedures.
Considerable knowledge of laws, rules and regulations applicable to the budgetary process and public financial administration.
Knowledge of modern management methods and practices.
Proficiency in Microsoft Word, Excel and PowerPoint.
Ability to develop programmatically valid and fiscally sound operating and capital budgets.
Skill in communicating clearly and effectively, both orally and in writing.
Ability to plan, assign, direct and evaluate the work of subordinates.
Ability to organize and present oral and written reports, findings and recommendations.
Ability to establish and maintain effective working relationships with City officials, employees and the public.
PHYSICAL DEMANDS Regularly required to walk, sit, write, hear, speak and exert up to 50 pounds of force occasionally or negligible force frequently. May require the use of fingers or hands to manipulate objects such as picking, gripping, or pressing. Vision required includes close and distance vision, peripheral, and depth perception.
WORK ENVIRONMENT Primarily an office environment that requires sensitivity to change and responsiveness to changing goals, priorities, and needs.
