General Description Performs highly complex (senior‑level) auditing work. Responsible for conducting audits of state agencies and institutions of higher education’s expenditures submitted to the Comptroller of Public Accounts for payment including bills, travel reimbursements, grants, investments, payroll and procurement documentation. Responsible for preparing written correspondence based on independent research. Some overnight travel is required. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.
Work Hours 8 a.m. – 5 p.m. Monday through Friday, 40 hours a week with occasional evening and weekend hours. Hours may change based on business needs and may vary in accordance with division policies for Work Alternative Schedules (WALT). Fiscal Management adheres to the agency’s directive for telework participation.
Minimum Qualifications
Education: Graduation from an accredited college or university with a bachelor’s degree.
Experience: Four years of auditing or accounting experience.
Preferred Qualifications
Preferred Education: Graduation from an accredited college or university with a bachelor’s degree in Business, Finance, Accounting, or Economics.
Preferred Experience:
Experience with transactions processed through the Uniform Statewide Accounting System (USAS), the Standardized Payroll/Personnel Reporting System (SPRS), Centralized Accounting and Payroll/Personnel System (CAPPS) or Human Resource Information System (HRIS).
Experience in state laws and rules regarding expenditures including purchase, travel and payroll.
Experience analyzing legal information and developing interpretive documents.
Substitutions Education requirement may be substituted with up to four (4) years of related experience.
Licenses and Certifications
Required: A valid Texas (or state of residency) driver’s license, satisfactory driving record and current proof of automobile insurance.
Preferred: Certified Public Accountant (CPA), Certified Texas Purchaser (CTP), Certified Texas Procurement Manager (CTPM) or a Certified Texas Contract Manager (CTCM) or other accounting/procurement or auditing certification (CIA, CFE, CGAP, CISA).
In this role you will:
Prepare for and conduct post‑payment audits of payroll, purchase (including procurement) and travel transactions.
Organize, communicate, and document complex information or materials.
Prepare written correspondence based on independent research.
Research and analyze complex legal and accounting related issues while conducting audits including necessary research on payroll, purchase, travel and procurement policies and procedures.
Participate in special projects and perform other duties as assigned.
