Minimum Qualifications
College degree in CEM or related field required
Strong computer skills required – fluency in Microsoft Office, experience with HCSS Heavy Bid / Heavy Job, Bluebeam, Agtek preferred
Good communication skills, both verbal and written
Must have good math skills and the ability to organize and prioritize work
Basic survey skills and the ability to read plans and specifications
The ability to work well with others as a team and handle pressure and stressful situations positively
Must have a strong commitment to quality, customer satisfaction, and safety
Duties and/or Responsibilities
Help project managers prepare agency bid documents and submit bids per outlined guidelines
Provide project administrative management of awarded contracts (quantity tracking, material procurement, equipment utilization, labor tracking)
Coordinate with Construction Manager and field leadership, establishment of project objectives, procedures, schedules, and performance requirements
Maintain documentation of quantities and value of work estimated/completed to support forecasting for future project performance in HCSS tools
Provide ongoing support to Construction/Operations for efficient and profitable execution of work including scheduling, procurement, and change order/supplemental work processes
Monitor/Manage subcontractor's work
Partner with Contract Administrator to review and process financial aspects of contracts (ie: billings, subcontract payments, material payments, collections, etc.)
Troubleshoot and problem solve situations/problems (material quality, equipment operations, material quantity discrepancies)
Monitor and discuss production problems with co-workers and managers/supervisors
Build and maintain relationships with agencies and community leaders
Help project managers with material takeoffs for bids
Ensure that work in progress conforms to specifications, is of high quality, and adheres to schedules
Review proposal specifications, drawings, pre-bid meetings and site visits to determine scope of work required in preparing bid/estimate proposal
Help project managers determine labor, equipment and material requirements to complete project and use information to prepare bid/estimate proposal
Other miscellaneous duties as directed by supervisor
