The SVP – AML Compliance will lead the AML Compliance organization for Caesars Entertainment, inclusive of brick and mortar and Caesars Digital . The SVP, AML Compliance will provide the senior-level leadership needed to develop, implement and maintain a comprehensive risk-based Anti-Money Laundering Program (“AML Program”) that includes strong governance and policies, procedures and internal controls that are reasonably designed to assure and monitor compliance with applicable AML laws and regulations, including in the United States, the Bank Secrecy Act (“BSA” or “Title 31”) and any related state or tribal laws and regulations, and with the sanctions programs administered and enforced by the Treasury Department’s Office of Foreign Assets Control (“OFAC”), and to prevent the Company and its affiliated casinos from being used to facilitate money laundering, terrorist financing or other criminal activity.

Essential Duties and Responsibilities:

In conjunction with senior management, oversee and implement BSA/AML/OFAC initiatives and a comprehensive and sustainable risk-based AML Program that includes strong governance and effective procedures and internal controls to assure and monitor compliance with applicable BSA/AML/OFAC laws and regulations, regulatory guidance, and any related foreign, state or tribal laws, and to prevent the Company’s owned or operated gaming operations from being used to facilitate money laundering, terrorist financing or other criminal activity.

Lead and facilitate integration of newly acquired properties (both brick & mortar and digital) into the company’s AML environment

Assessing new BSA/AML/OFAC regulatory requirements and guidance and recommending necessary BSA/AML/OFAC Program changes.

Reviewing and approving the BSA/AML/OFAC risk assessment methodologies and the risk assessments of the Company’s casinos and other gaming operations, and based on the risk assessments, overseeing the development and enhancement of policies, procedures, internal controls and systems.

Reviewing and approving the BSA/AML/OFAC procedures, internal controls and systems for Corporate Compliance and the casino properties and other gaming operations.

Supervising Corporate Compliance staff with BSA/AML/OFAC responsibilities, including personnel responsible for Know Your Customer reviews, for back-end monitoring to identify reportable suspicious activity and for filing Suspicious Activity Reports (“SARs”), for screening customers and transactions against OFAC’s list of Specially Designated Nationals and Blocked Persons and sanctioned countries, for blocking accounts and transactions, and for filing reports with OFAC.

Coordinating oversight of any BSA/AML/OFAC functions delegated outside Corporate Compliance and to third parties.

Confirming that periodic Title 31/BSA/AML/OFAC compliance testing and independent testing (auditing) is conducted of the AML Program and the casino properties’ and other gaming operations’ procedures, internal controls and systems.

Acting as the communication point for federal and state regulatory and law enforcement authorities on BSA/AML compliance issues.

Monitoring and coordinating remedial actions in response to regulatory examinations, compliance testing, and independent testing (audits) of the Program.

Reporting regularly to the EVP & Chief Legal Officer, the Company’s Compliance Committee and Senior Management on the operation and progress of BSA/AML/OFAC compliance initiatives, efforts, issues, and any remedial actions.

Identifying and recommending appropriate technology to support BSA/AML/OFAC compliance.

Coordinating with Human Resources on appropriate standards for BSA/AML/OFAC related discipline and incentives.

Qualification Requirements:

Extensive knowledge of AML laws and regulations, including the BSA, and experience in overseeing and managing a BSA/AML/OFAC compliance program in a major financial institution and regulated business environment.

A thorough understanding of the existing and evolving regulatory environment, requirements, and expectations with respect to money laundering issues, trends and schemes, and of effective measures to prevent and detect money laundering.

A general understanding of OFAC laws and regulations and issues and effective measures to prevent and detect potential OFAC violations.

The ability to coordinate corporate, regional and local objectives, mandates and policies within a compliance organization and to exercise a highly developed sense of judgment, risk management skills, and an ability to assess and balance legal and regulatory obligations, reputational risks, and business needs objectively, practically and in compliance with applicable laws and regulations.

The ability and skills to drive implementation of the BSA/AML/OFAC program throughout the organization.

Superior written and oral communication and presentation skills, including the ability to create and champion a vision and articulate it to various groups.

The ability to be proactive and creative in identifying issues, solutions, and opportunities for efficiencies.

The ability to anticipate and react quickly to the evolving financial institution regulatory environment.

Strong decision making and analytical abilities.

Excellent broad-based leadership skills and a demonstrated ability to interact effectively with all levels of management and to motivate employees and build teams and relationships.

A demonstrated executive presence, including a knowledge base and the stature to deliver advice in a manner that is respected and valued by the Board, Senior Management, Compliance, Audit, the Businesses, Marketing, Credit, the Floor, the Cage, Operations, and all employees.

Credibility and an excellent reputation as a leader with regulators and industry leaders and the ability to interact and respond effectively to law enforcement and regulatory authorities.

Knowledge of casino, banking, securities, insurance, and/or money services business operations, systems and practices.

Educational and Experience Requirements:

Bachelors or Master’s Degree in accounting, finance or legal disciplines or similar levels of experience.

Certificates and Licenses:

Obtain and maintain licensing in any jurisdiction in which the company operates.
