Overview The Community Health Services (CHS) Division of Public Health – Seattle & King County delivers direct care through Public Health Centers and partners with community agencies to provide medical, dental, WIC, family planning, and care coordination services. Its mission is to ensure equitable access to health care, especially for low‑income and underserved populations. Within CHS, the Healthcare for the Homeless Network (HCHN) focuses on people experiencing homelessness in King County, offering medical, dental, behavioral health, case management, and a respite program in collaboration with Harborview, which operates the Edward Thomas House. The Street Medicine Program, part of HCHN, provides mobile health care through smaller vans and outreach teams. These teams deliver wound care, chronic disease management, infectious disease testing, and referrals directly at encampments, shelters, and community anchor sites across King County meeting people where they are and removing barriers to care.

Responsibilities
Staffing & Supervision Evaluate staffing patterns to ensure adequate coverage to meet program and department goals.
Supervise and evaluate direct reports, including nursing and operational leadership and other program‑level support staff.
Provide direct supervision of the Senior Mobile Medical Outreach Program Manager. Hire, train, coach, and evaluate staff as needed.
Support staff professional development, promote a trauma‑informed work environment, and uphold Racial Equity & Social Justice throughout the team.
Budget & Fiscal Management Develop, implement, and monitor the annual program budget; participate in budget planning and preparation based on established guidelines.
Routinely evaluate and analyze expenditures and revenues; justify budget needs; authorize payments and requests for capital expenditures; anticipate future needs and develop appropriate resources.
Seek new sources of funding to complement existing programs or to address specific identified needs.
Identify, develop, and implement financial improvement opportunities and facilitate the generation of financial support for program projects to meet organizational commitments.
Work with program and division fiscal/operations staff to ensure the Street Medicine Program’s financial stability and audit readiness.
Operations & Program Development Provide leadership in developing strategies to improve operational efficiency and performance.
Oversee the development of plans identifying future resource requirements to ensure performance targets, deliverables, and objectives are met. Strengthen the foundation of the Street Medicine Program, including the Senior Mobile Medical Outreach Program, through strategic planning, capacity building, and partnership engagement.
Collaborate with HCHN’s Resource Development Manager and nursing/operational leadership to pursue and respond to grant funding opportunities to expand Street Medicine services.
Serve as a liaison for assigned projects and milestones; provide status reports, presentations, and updates on project status, budgets, schedules, and deliverables.
Ensure programmatic alignment with all regulatory and fiscal compliance requirements, in coordination with HCHN and Division operations staff.
In collaboration with nursing leadership and the Clinical Quality Lead, ensure all Street Medicine policies and procedures reflect federal, state, and PHSKC requirements and best practices.
Partnerships & Stakeholder Engagement Cultivate and maintain strong relationships with internal and external stakeholders, including Street Medicine partners, CHS Division and other Public Health programs, Tribal organizations, homeless service providers, community members, the Healthcare for the Homeless Governance Council, HCHN network partners, funders, behavioral health agencies, and correctional facilities.
Provide leadership and serve as a subject matter expert to partners and funders initiating and supporting Street Medicine programs in King County, across Washington, and regionally.
Ensure the voice of people with lived experience of homelessness informs and guides decision‑making practices. Equity & Systems Change Address and lead efforts to change policies embedded in systemic racism within the division, department, and broader community.
Emerging Health Issues & Conflict Resolution Evaluate and adjust staffing patterns in response to emerging health issues (e.g., respiratory diseases, STIs, extreme weather events), in coordination with nursing leadership.
Facilitate and lead processes to address and resolve conflicts and disputes, both internally with staff and externally with partners regarding interpersonal and operational issues.
Other Duties Manage program strategic initiatives and ensure activities undertaken comply with all relevant laws, regulations, and county policies. Develop objectives, timeframes, deliverables, and assessment criteria. Report on project status, budgets, schedules, and related.
Qualifications
Three (3) years of demonstrated experience supervising multidisciplinary health care teams.
Demonstrated commitment to deepening knowledge and understanding both professionally and personally of racial equity and social justice principles, with the ability to apply these principles to program planning, management, and evaluation.
Experience leading operations of mobile or field‑based health programs (e.g., staffing, budget projection and monitoring, programmatic and fiscal compliance), or possession of transferable skills.
One (1) year of experience providing oversight of clinical regulatory compliance for health service programs.
Demonstrated experience in partner relations management and capacity building.
Previous experience working in programs serving people experiencing homelessness or other vulnerable populations.
Knowledge of trauma‑informed, person‑centered practices and demonstrated experience applying them within multidisciplinary teams.
Knowledge of how health inequities have disproportionately impacted communities of color.
Three (3) years of experience in program planning and project management within a health care setting.
Experience applying low‑barrier harm reduction practices and providing substance use disorder services.
Valid Washington State Driver’s License and the ability to travel between program sites throughout King County in a timely manner.
Desired Candidate
Familiarity with the ecosystem of homeless services in King County, WA.
Familiarity with health care provision to people living homeless or other marginalized populations.
Established relationships with local funders.
Experience as a clinical provider.
Previous experience building and strengthening interprofessional teams.
