About the role

SHELTER, Inc. is seeking a dynamic and experienced HR Manager to lead our human resource's function. In this role, you will have the exciting opportunity to oversee all aspects of HR, from recruitment and employee relations to training and development. You will serve as a strategic partner to leadership, enhancing HR operations, ensuring compliance, and spearheading initiatives that elevate employee experience and organizational culture. Your expertise in HR best practices and your commitment to building trusted relationships at all levels of the agency will make you a valuable asset to our team.

What You’ll Do

Lead HR across the full employee lifecycle — from recruitment and onboarding to compliance, leaves of absence, retention, engagement, and offboarding.

Oversee HR team of 2 and act as a strategic advisor to leadership.

Maintain and ensure adherence to workplace policies and procedures.

Manage multi-state compliance, employment law, and people analytics.

Develop and implement compensation strategy, benefits programs, and performance management systems.

Spearhead HR initiatives and projects focus on the improvement of the HR function and employee experience.

Develop, implement and maintain a consistent HR records keeping system.

What You’ll Bring

5+ years of HR experience (2+ at the management level), preferably in a small-to-mid-size organization in the non-profit sector.

Deep knowledge of employment law across multiple states, particularly in California.

A track record of building inclusive teams and enhancing employee engagement.

Experience scaling HR in complex, multi-entity environments.

Strong leadership, interpersonal, relationship-building, communication, and data-informed decision-making skills.

SPHR or SHRM-SCP preferred.

Ability to travel to other work locations from time to time.

How Success Will Be Measured

Successful implementation of HR/people initiatives and projects

Positive employee engagement survey results, improved retention, reduced turnover, grievance resolution time, HR-led training completion rates, employee net promoter scores, and other metrics

Leadership and stakeholder satisfaction with HR partnership and communication

Position Requirements

Access to reliable personal transportation required, including a DMV record that permits driver to be insured under SHELTER, Inc.’s automobile coverage.

Must successfully pass a criminal background check

Must provide TB test clearance
