Program Manager IV – Tax Credits Program Manager State of Maryland – Director’s Office, Tax Credit Services Department, 700 E. Pratt Street, Baltimore, MD 21202.

Job Overview Lead one of Maryland’s most impactful programs supporting property tax relief and community investment. This high‑impact leadership role oversees a large division responsible for administering complex tax credit programs that affect thousands of residents.

Responsibilities

Supervise multiple teams, including managers and technical staff, to ensure timely and accurate program execution and customer service.

Implement performance metrics, staff accountability practices, and process improvements aligned with agency and administration priorities.

Modernize outdated manual and paper‑based workflows through technology, system upgrades, and cross‑functional process redesign.

Coordinate closely with agency leadership, the Compliance Division, legal advisors, and IT staff to ensure high standards of accuracy, security, and customer experience.

Engage regularly with stakeholders, including the public, elected officials, advocacy groups, and the media, regarding program updates, inquiries, and issue resolution.

Prepare strategic briefings, reports, and data analyses to support legislative tracking, budget planning, and performance review.

Minimum Qualifications

Education: Bachelor’s degree from an accredited college or university. An advanced degree is preferred. Preferred fields of study include Public Administration, Business Administration, Finance, Accounting, Economics, Law, Political Science, or related fields.

Experience: Ten (10) years of responsible professional experience in program or operations management in a large or complex environment, including experience in strategic planning, supervising multiple teams, managing budgets and contracts, process improvement and systems modernization, and interpreting state or federal laws and regulations.

Substitution: A master’s degree in a related field may substitute for up to two (2) years of the required general experience.

Desired Qualifications

Proven success managing large, multidisciplinary teams.

Demonstrated ability to lead cultural or organizational change in complex or resistant environments.

Experience managing programs subject to legislative or public scrutiny.

Strong financial management experience, including budget oversight.

Experience coordinating with elected officials, advocacy groups, and the media.
