The Business Development Manager - Economic Development is responsible for building effective relationships with local economic development organizations (EDOs), administering activities associated with economic development, and directing the economic development riders filed with the Florida Public Service Commission. Responsible for assessing the physical readiness of a site and ensuring stakeholders are aligned toward common goals. Lead coordination of resources to respond to economic development opportunities, promote TEC incentives, operations, rates, products, and services, and cultivate economic development within TEC’s service area. Acts as the customer’s primary point of contact for interactions with TEC and for negotiations with customers. Communicates TEC’s value proposition and solutions to ensure customer satisfaction while balancing customer, regulatory, local EDOs, and shareholder interests. Build favorable contacts with current and potential business customers and representatives seeking retention, expansion, or location within TEC’s service territory. Understand the customer’s energy needs, respond to inquiries, and develop proposals to serve the business. Develop presentations, proposals, and negotiate with senior personnel. Partner with Community Relations, New Construction, Communications & Marketing, Regulatory, and other departments to support EDOs and related activities. Responsibilities

Draft and develop proposals and streamline company responses to customers, constituents, and economic development organizations. Act as the customer’s primary TEC contact with industry knowledge of incentives, tariffs, construction processes, programs, and services. Provide written responses to requests for incentives via Economic Development Rider, Commercial Industrial Service Rider and Special Contracts. Prepare rate calculations and annual bill estimates. Prepare internal reports for large economic development projects. Monitor, track, and discuss project statuses with EDOs. Present executive-level reports related to economic development projects, activities, and strategy. Promote TEC service area to attract new business through targeted recruitment missions and attendance at national meetings and conferences. Build relationships with corporate decision-makers, brokers, real-estate attorneys, and other constituents to determine primary customer needs. Support internal retail economic development strategy, including maintaining marketing materials, websites, rate calculators, and tools to support projects. Coordinate monthly sign-off of EDR/CISR Discounts. Prepare monthly leadership meeting memos and facilitate agendas. Maintain monthly reporting for economic development discounts and projects. Collaborate with community relations, regulatory, new construction, system planning and account management; lead internal and customer meetings and drive success. Co-develop strategies and research techniques to support EDOs in negotiations. Align and report internally with all teams supporting EDO boards and events. Maintain a database/sharepoint of projects to track activities and improve close rate for retaining existing customers and attracting new ones. Update Load Forecasting and Project Management on current activity. Support department and company metrics and EDO metrics. Provide technical training to internal teams and external constituents. Support rapid-response teams for large projects. Lead internal teams to enhance processes and services for business development and retention. Attend regular meetings with internal and external stakeholders and report activity to leadership and supporting organizations. Support special projects, including budgeting, reforecasting, and responding to interrogatories and surveys. Provide direct support for storm duties and emergency response activities. Lead small projects as directed and form quick response teams to support economic development projects and strategy. Support and coordinate company-sponsored events to portray TEC as an industry leader and add value to the community. This includes webinars, lunch-n-learn, and other training events. Support market research to identify trends and opportunities; apply market intelligence to develop partnerships and capture opportunities for expansion or retention. Qualifications

Education Required: Bachelor’s degree in Business, Engineering, Marketing or related field. Preferred: Advanced degree in business or related field. Licenses/Certifications Required: Valid driver’s license and access to a reliable personal vehicle to perform field activities in TEC service territory. Preferred: Certified Energy Manager; Economic Development Certifications; TEC Business or related professional certifications; Member of relevant associations. Experience Required: 4 years of experience with commercial customers, including 1 year of recent experience with commercial electric utility rates, programs, and services. Preferred: 2 years of utility program management experience with commercial programs and 2 years of direct experience with economic development. Knowledge/Skills/Abilities Required: Knowledge of Commercial tariff agreements and regulatory requirements for current incentives, rates, and programs; proficient in Microsoft Office (Excel emphasized); strong planning, communication, and analytical skills; ability to deliver effective presentations; understanding of electric utility infrastructure and GIS. Preferred: Knowledge of TEC rates and riders; negotiation experience; contract/program management experience; familiarity with TEC Customer Experience programs and economic development riders and demand-side management programs.
