Salary range is $34.13/hour to $74.51/hour with a midpoint of $54.33/hour. New hires typically receive between minimum and midpoint, however, we may go slightly higher based on experience, internal equity and market.

GENERAL PURPOSE Under general direction, supervises, assigns, coordinates and reviews the daily operations, functions, and activities of the Tacoma Link Light Rail System. Supervises and oversees staff responsible for operating light rail vehicles, yard, and operations and maintenance facility; ensures for safe and on-time delivery of service, superior customer service, conducts safety inspections, accident response and investigation, inspection of personnel, equipment, and property; resolves service disruptions; inspects systems equipment. Trains and re-certifies staff; ensures staff are adequately trained; ensures work quality and adherence to established policies and procedures; coordinates and assists with planned special events; and performs the more technical and complex tasks relative to assigned area of responsibility.

ESSENTIAL FUNCTIONS The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

MINIMUM QUALIFICATIONS Education and Experience: Associate’s degree, four years of experience in the operation of light or heavy rail transit vehicles; Or an equivalent combination of education and experience.Two years of leadership, budgetary, planning and workforce management experience

Additional Demands/Requirements This position is considered safety sensitive. It requires a DOT physical that meets standard to qualify for at least a one-year certification under 49 CFR 391.4, and recertification as needed, and a negative drug test. Following is a description of the circumstances for testing as required by Federal regulations 49 CFR Part 655: random, post-accident, reasonable suspicion, return to duty and follow-up drug and alcohol testing in compliance with Federal Transit Authority DOT alcohol and controlled substances testing program protocols.

Required Licenses or Certifications

Valid state driver's license. This position is responsible for responding to NRV accidents, concern, relief points, etc. Must be qaulified to operate a train at least once a month.

Operational characteristics, services and activities of a transit program.

All areas of light rail to include wayside, vehicle and facilities and operations.

Methods and principles and practices of rail safety requirements in operations.

Training methods and techniques of vehicle standards and practices.

Principles of signals, communications, and computer systems.

Pertinent Standard Operating Procedures, federal, state and local laws, codes and regulations, including basic requirements of the Americans with Disabilities Act as it relates to public transit services.

Light rail vehicle recovery techniques and procedures.

Standard safety applications.

Principles and procedures of record keeping.

Public relations principles.

Principles and practices of project development and administration.

Policy and procedure development.

Principles and practices of governmental budget preparation and administration.

Principles of business letter writing and basic report preparation.

English usage, spelling, grammar, and punctuation.

Modern office procedures, methods, and equipment including computers and computer applications such as word processing, spreadsheets, and statistical databases.

Principles of supervision, training, and performance evaluation.

Utilizing personal computer software programs affecting assigned work and in compiling and preparing spreadsheets and reports.

Establishing and maintaining effective working relationships with other department staff, management, vendors, outside agencies, community groups and the general public.

Interpreting and administering policies and procedures sufficient to administer, discuss, resolve, and explain them to staff and other constituencies.

Applying principles and practices of light rail vehicle operations.

Coordinating and directing light rail vehicle operations programs.

Safely operating passenger light rail vehicles in accordance with applicable traffic laws.

Performing pre-trip & post trip inspections on vehicles.

Applying principles and practices of maintenance operations.

Conducting Accident/Incident training, prevention, and investigation.

Interpreting and using all types of operating manuals related to a light rail system.

Interpreting and applying applicable Standard Operating Procedures, federal, state, and local policies, laws, and regulations.

Policy and procedure development.

Preparing and analyzing complex data and comprehensive reports.

Responding to inquiries and in effective oral and written communication.

Applying project management techniques and principles.

Working cooperatively with other departments, Agency officials, and outside agencies.

Monitoring program/project operating budgets, costs, and schedules.

Supervising, leading, and delegating tasks and authority.

Physical Demands / Work Environment

Work is performed in a standard hybrid office, field, shop, and transit vehicle environment.

Positions working in field may occasionally be exposed to dangerous machinery, extreme weather conditions, physical harm, hazardous chemicals, and/or extreme noise.

Position includes weekend/night shifts as operation runs 24/7.

Position is responsible for operating light rail vehicles and performing emergency and/or accident investiagtions. May be subject to bending, crawling, eye/hand coordination, grasping, hearing, kneeling, pushing, pulling, reaching, repetitive motion, sitting, standing, talking, seeing, walking, and carrying and liftingobjects up to 50 pounds.
