Principal Specialist, Project Management

Raytheon – Position located in Tucson, AZ (AZ201: RMS AP Bldg 801 1151 East Hermans Road Building 801, Tucson, AZ 85756 USA). This role is an onsite, full‑time assignment requiring a DoD Secret clearance and U.S. citizenship for a security clearance. Applicants must hold or be eligible for an active, transferable U.S. government‑issued security clearance prior to the start date and must be U.S. citizens, as only citizens are eligible for a clearance. Job Overview

As a Principal Specialist in Project Management, you will manage engineering and manufacturing material and labor efforts for a cross‑functional program team. The incumbent coordinates with Operations, Supply Chain, Finance, Engineering, and Program Offices to support multiple contracts, including engineering development and production efforts. You will serve as the liaison between Operations, Program Management, and Supply Chain teams, ensuring successful program execution through Earned Value Management techniques, risk and opportunity management, and integrated master schedule (IMS) coordination. You will also prepare and submit monthly Latest Revised Estimate (LRE) and engage in critical program communication meetings such as monthly critical path reviews, earned value reviews, Program Management Reviews (PMR), and EAC reviews. Responsibilities

Lead coordination of cross‑functional teams supporting multiple contracts, including engineering development and production efforts. Coordinate between Operations, Program Management, and Supply Chain teams to ensure successful program execution through Earned Value Management techniques. Assess and report contract scope, progress, and quality of work for assigned control accounts, including risk and opportunity management for Operations and Supply Chain. Prepare and submit monthly Latest Revised Estimate (LRE) to support quarterly EAC reporting, including development of test of reasonableness variance analysis. Update and change Integrated Master Schedule (IMS) and evaluate variances to manage corrective actions using EVMS/IMS tools within required monthly business cycles. Prepare presentation material and support critical program communication meetings such as monthly critical path review, earned value review, PMR, and EAC reviews. Coordinate with SCM and Operations to ensure engineering material meets property policy requirements and track contractor‑acquired material (CAM). Utilize PRISM, including ZCMR data/reports, MD04, and breakpoint/ breakout tables. Implement and monitor an action‑item tracking system to ensure complete and timely closure of action items. Support the preparation of supplier and customer submitted work products, including proposal Basis of Estimate (BOE), EVMS variance narratives, Statements of Work (SOW), and potential contract language development or modification. Qualifications You Must Have

University degree (or equivalent experience) with a minimum of 5 years relevant experience, or an advanced degree with a minimum of 3 years’ experience. Prior experience with Earned Value Management Systems (EVMS) or a similar tool/program. Prior Program/Project management experience. Qualifications We Prefer

Knowledge of supply chain and operations functions and responsibilities. Experience with EAC and PRISM. Proficiency with MS Project and Excel; strong organizational skills in project management and task prioritization. Experience interfacing with internal and external customers. Self‑starter, adaptable, and capable of operating independently while retaining company focus. APEX experience (CJ20N and ZB4PEXT) and Raytheon Program Management Level 6 (IPT Lead) certification, or the ability to be certified within 12 months. What You Will Learn
