This role is part of the UGA Carl Vinson Institute of Government – Governmental Training, Education and Development (GTED) Division, within the Public Service and Outreach mission, with responsibilities for strategy, daily operations, and program oversight across multiple offices and a variety of government training programs. Responsibilities
Direct, manage, and participate in division and Institute activities. Direct all division governmental training programs of the Institute. Manage, monitor, and evaluate all leadership development, financial management, and online certification and certificate programs for state and local government elected officials and staff in Georgia. Manage, monitor, and evaluate all leadership development, financial management, and online certification and certificate programs for state and local government appointed practitioners in Georgia. Manage and develop training programs and related materials, supplementary materials, instructor manuals, activities and procedural manuals, and other instructional aids. Manage the coordination function of all state and local government leadership development, financial management, and online training education, service requests and arrangements for delivery of training. Manage and coordinate all division contract management and all financial management operations for the division. Supervise, coach and develop all division faculty, staff, part-time instructors, and consultants. Support Institute delivery of technical assistance, consultation, and other services to state and local government in Georgia. Establish and maintain relationships with state agency executives and leadership, executive directors of the county and municipal associations, and the presidents of associations responsible for the training and development of their professional practitioner members. Participate and work with professional development organizations. Direct and/or work with faculty, professional staff, and others to complete projects and accomplish goals. Perform other related duties as assigned. Qualifications and Experience
Minimum Qualifications A Master’s degree in Public Administration or related field is required. Position requires strong knowledge and extensive (10+ years) experience in governmental training and education and a distinguished record at the executive level in local or state government. Required Knowledge, Skills, and Abilities
Knowledge of state and local government political structure, functions, and operations. Knowledge of state and local government current and emerging trends, issues, and challenges in Georgia. Ability to learn, adapt, and apply new adult learning technologies in training and development service delivery. Ability to develop learning programs and related curriculum and educational materials at a level appropriate for the user. Ability to develop and manage budgets associated with contracts or grant projects. Ability to develop and manage the budget for the division and its annual operations. Ability to manage complex long-term projects and client relationships. Ability to take initiative and work independently. Ability to develop and apply creative solutions to complex problems. Advanced skills in communications, verbal and written, for large and small audiences. Advanced skills in marketing and new business development. Advanced skills in establishing priorities, organizing and delegating work. Advanced administrative, management, and supervisory skills. Ability to effectively coach, develop, motivate and engage employees. Additional Information
The successful candidate will be appointed at the rank of Public Service Assistant, Public Service Associate, or Senior Public Service Associate. Travel expectations: extensive travel in the state; some out-of-state travel may be required.
