Overview
Leads the strategy, planning, and delivery of digital products that support County operations and public services. Defines product vision, drives alignment between technology and business goals, and leads cross-functional teams in delivering user-centered solutions. Balances priorities, manages stakeholder expectations, and fosters innovation across a portfolio of products and platforms. Management Scope: Supervises exempt staff members. Responsibilities
Defines and manages the product vision, goals, and roadmap for a portfolio of County technology solutions. Oversees end-to-end delivery across the product lifecycle—from concept through release and sustainment. Ensures alignment of product delivery with business needs, public expectations, and County values. Monitors product performance, adoption, and satisfaction to ensure successful outcomes. Leads prioritization of features, enhancements, and technical investments across delivery teams. Partners with support and operations teams to ensure service continuity and user satisfaction. Champions accessibility, inclusivity, and equity in public-facing digital products. Anticipates delivery risks and implements mitigation strategies across product teams. Establishes product development standards and delivery practices across teams. Develops KPIs and metrics to assess product performance, usage, and business impact. Coordinates with PMO, operations, and security to align delivery with County-wide standards. Ensures consistent use of Agile tools, workflows, and documentation across product teams. Collaborates with procurement and contracts staff for third-party integrations and vendor management. Oversees capacity planning and resource alignment to deliver product roadmap priorities. Guides operational readiness activities including testing, training, and change enablement. Ensures compliance with County IT governance, policies, and cybersecurity requirements. Partners with architects, engineers, and designers to shape product architecture and technical direction. Translates business needs into scalable, secure, and user-friendly digital solutions. Ensures product strategy aligns with enterprise architecture and platform modernization goals. Evaluates trade-offs between technical feasibility, long-term maintainability, and user value. Participates in architectural reviews, technology selection, and roadmap planning. Leads discussions on platform evolution, modularity, and interoperability. Guides design thinking efforts and promote inclusive, accessible digital design. Facilitates solution planning that aligns with policy, legal, and compliance considerations. Defines quality standards and success criteria for product outcomes. Leads retrospectives, usability reviews, and user research to drive product improvement. Uses data, feedback, and performance metrics to guide prioritization and product iteration. Promotes adoption of automation, testing, and monitoring tools for product quality. Tracks and manages technical debt across platforms and ensure resolution plans are in place. Champions continuous delivery and lean experimentation across product teams. Identifies improvement opportunities across the product portfolio and delivery processes. Fosters a culture of excellence, measurement, and accountability. Leads and mentors Product Owners and Analysts to strengthen team performance and engagement. Sets performance goals, role expectations, and development plans for direct reports. Promotes team learning, collaboration, and knowledge sharing across squads. Facilitates recruiting, onboarding, and coaching of new product team members. Encourages leadership growth and cross-functional skill development within the team. Establishes clear communication channels between product, design, and engineering teams. B uilds and maintains a strong product culture based on service, empathy, and results. Acts as the primary liaison to County departments, executive sponsors, and external partners. Aligns product vision and roadmap with strategic initiatives, funding, and community goals. Leads stakeholder engagement sessions, presentations, and product briefings. Facilitates consensus and decision-making on priorities, trade-offs, and timing. Represents product strategy in governance forums, budget planning, and technology councils. Coordinates with communications and training teams for public-facing product rollouts. Builds trusted relationships with elected officials, residents, and interdepartmental teams. Promotes transparency, shared ownership, and inclusive engagement across stakeholders. Performs other duties as assigned. Qualifications
Education, Experience and Training:
Education or experience equivalent to a Bachelor’s degree from an accredited college or university in Computer Science, Information Technology, Product Management, or a related field. Six (6) years of work-related experience in product management, business analysis, or IT leadership, including two (2) years of supervisory experience. Certifications (Preferred): Certified Scrum Product Owner (CSPO), Professional Scrum Product Owner (PSPO), or SAFe Product Owner/Product Manager. ITIL, Six Sigma, or Agile coaching certification is a plus. Special Requirements/Knowledge, Skills & Abilities: Commitment to digital equity, accessibility, and public service innovation. Ability to manage complex, enterprise-wide product initiatives; strong Agile backlog management and SDLC skills. Experience working with executive stakeholders and external technology partners. Knowledge of IT governance, enterprise architecture, and cybersecurity best practices. Ability to drive cross-functional collaboration, strategic thinking, and effective communication. Proficiency in product analytics, service design, and platform architecture. Ability to manage product roadmaps and align with County objectives; experience with budget planning and investment strategies. Ability to work in a fast-paced, evolving technology environment; possession of a valid Texas Driver’s License and clean driving record. National fingerprint-based records check may be required for positions with access to sensitive databases. Physical/Environmental Requirements:
