Undersea Systems is seeking a highly motivated Execution Program Manager for the Taiwan Indigenous Defense Submarine (IDS) program. This position reports to the Taiwan IDS Program Manager and leads the internal execution efforts across the Program Leadership Team (PLT), Development Integrated Product Team (IPT), & Production IPT. The Taiwan IDS Execution Program Manager will be responsible for managing the internal execution schedule and ensuring that delivery commitments are made. They are responsible for removing barriers and defining solutions that support the program.

In addition, it is expected this person will assist the Taiwan IDS Program Manager to prepare EACs and Program Review packages and maintain the program infrastructure. This position will work across all Raytheon functional organizations to staff the program and ensure the timely start-up and delivery of products and services in accordance with the contract(s). This is a large and dynamic international Direct Commercial Sales (DCS) program, with a cross-functional team spanning multiple Raytheon locations and a customer half-way around the world.

What You Will Do?

The role must establish and maintain a positive program culture to which top talent is attracted.

Actively integrating and coordinating the Program Leadership Team (PLT), Integrated Product Teams (IPT) and Cross Product Teams (CPT). Tasks include establishing team battle rhythm and daily coordination of PLT, IPT, and CPT activities based on priorities.

Developing presentations and presenting at program management reviews (PMRs), staffing reviews, and decision reviews to achieve contract commitments.

Prepare, revise, update, and monitor required documentation and analysis in compliance with contract requirements, RTX Lifecycle Program Management (RLPM), Integrated Product Development System (IPDS), and Corporate/Business policies and procedures.

Support the program risk and opportunity process in accordance with specific financial goals and obligations.

Meeting contractual commitments including financial, technical, and schedule performance of the program within contractual boundaries and company expectations.

Develop program-enhancing partnerships with internal functional organizations including but not limited to Contracts, Finance, Engineering, Procurement/Supply Chain, Manufacturing/Operations, Quality Management, Logistics, Configuration Management, Data Management (CDRL support), and administrative functions.

Display strong communication, influence management, and presentation skills, and comfortably interact with both internal and external stakeholders at all levels of leadership.

Coordinate customer program reviews and prepare for customer visits.

Support contract proposal process to include bidding, gating, negotiation, contract definitization, and start-up efforts.

Ability to travel as needed (Domestic and International)

Typically requires a University Degree or equivalent experience and a minimum of 10 years prior relevant experience, or An Advanced Degree in a related field and a minimum of 7 years’ experience

Prior Program and or Project experience

Prior Leadership/Management experience

Prior experience with financial management/analysis tools

Prior experience with Cost and Scheduling

Qualifications We Prefer?

Master’s Degree from an accredited university

Raytheon PM Certification Level 5 (or equivalent) or ability to obtain within a year

Demonstrated program execution experience managing program staffing, assignments and resources with cross-functional teams in an IPT organizational structure.

International program execution experience under a firm fixed price contract structure

Demonstrated knowledge of International Traffic And Arms (ITAR) regulations, Export Import (EXIM) and licensing requirements

Experience developing, reviewing, and synthesizing Contract Start-up packages for management review and approval.

Prior Program Management experience leading development, production, and/or sustainment programs, preferably in the aerospace and defense industry.

Proficiency with Raytheon Program Management and Earned Value Management tools or similar systems.

Demonstrated experience in leading a program or IPT over $50 million in annual sales

Exceptional communication, writing and presentation skills with experience presenting to internal Raytheon leadership, customers, partners, and/or subcontractors

Experience working with Navy and/or international customers

The salary range for this role is 124,000 USD - 250,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
