Posting Summary Rutgers, The State University of New Jersey is seeking a Program Manager (Cancer Surveillance Operations) within the Rutgers Cancer Institute-Cancer Registry-Operations Department. The Program Manager of Cancer Surveillance Operations oversees all operational and programmatic aspects of data collection and quality assurance activities for New Jersey's statewide cancer surveillance system. This role collaborates with the Director of Cancer Epidemiology Services/New Jersey State Cancer Registry and Deputy Director of Cancer Surveillance Research to manage deliverables for the Center of Excellence for Cancer Surveillance, formed through a partnership between the New Jersey Department of Health and Rutgers Cancer Institute. The Program Manager also works with state, regional, and national agencies including the New Jersey Department of Health, SEER, NPCR, NAACCR, and NCRA.
Key duties include:
Assist the Director in short- and long-term planning, policy development, funding procurement and sustainability; direct professional activities and projects to ensure excellence in cancer surveillance statewide.
Represent the New Jersey State Cancer Registry at state, regional and national planning meetings (in-person and virtual).
Assist the Director by recommending, drafting, and executing renewals, revisions, and amendments to cancer surveillance regulations and statutes as necessary.
Contribute to national dialogue for standards, procedures, and best practices through NAACCR, SEER, NPCR, and NCRA.
Lead data collection and quality assurance activities of the New Jersey State Cancer Registry.
Collaborate with local providers, hospitals, registrars, SEER, NPCR, NAACCR and other agencies to ensure high-quality cancer surveillance data.
Ensure compliance with state and federal reporting requirements for cancer data, including monitoring completeness and timeliness.
Manage development of new methods for efficient processing of cancer surveillance data, including electronic data collection, automation, transmission, and bioinformatics tools.
Qualifications Minimum Education and Experience
Bachelor's Degree (Master's Degree preferred) in Health Information Management, Public Health, Business Administration, or related field.
At least six (6) years of demonstrated progressive experience in cancer registry management, operations and effective leadership.
Must be a certified Oncology Data Specialist (ODS) or grandfathered CTR (Certified Tumor Registrar).
Equivalent education, experience and/or training may be substituted for the degree requirement.
Certifications/Licenses
Must be a certified Oncology Data Specialist (ODS) or grandfathered CTR (Certified Tumor Registrar).
Required Knowledge, Skills, and Abilities
Demonstrated knowledge of cancer surveillance methods and data management in conformance with national standards and best practices.
Outstanding human relations and leadership skills; ability to work in a team environment.
Effective oral and written communication skills.
Proficiency with Microsoft Office (Outlook, Word, Excel, Access, PowerPoint) and general computer literacy for database and reporting tools.
Preferred Qualifications
Experience with PostgreSQL, relational database management, hospital cancer registry reporting software, electronic health records, and cancer surveillance systems.
Experience with SEER program central registries preferred.
Experience dealing with human resources and personnel issues preferred.
Knowledge of operating in a unionized environment preferred.
