About the Work Unit This position is in the Colorado Department of Transportation’s (CDOT’s) Region 3 Materials Unit located in Grand Junction, CO. This unit provides materials related guidance in planning, preconstruction and construction activities from project inception through project closure to CDOT, consultant and Local Agency (LA) personnel. The unit manages surface treatment asset funds, performs drilling to determine existing roadway structure, and provides materials recommendations and specifications for region projects. During construction the unit performs independent assurance testing to ensure project materials testers perform materials testing in accordance with contract requirements. The Region Materials Lab performs laboratory testing of soils, aggregate base course, asphalt and concrete, in accordance with CDOT and AASHTO requirements. Post construction, the unit ensures that the CDOT documentation process complies with State, Federal and contract requirements, and audits quantity documentation for Region 3's approved and budgeted construction projects. This unit provides direction, instruction and guidance to Project Engineers for contract modification orders, preparing As-constructed Plans, project pay quantity documentation, contract claim settlement and project budgets. The unit provides engineering and administrative support to the Region 3 (R3) Program Engineers and RTD.
About the Position This licensed Professional Engineer position functions as the Assistant Region 3 Materials Engineer. This position provides materials information, analysis, and recommendations for the design of specific construction and maintenance projects and verifies that the final design is correct. This position evaluates the condition of existing highway pavements in the region and completes information for use in the budgeting and design process for construction and maintenance projects. This position also reviews and provides recommendations for existing and proposed policies, procedures, and specifications as they relate to the highway materials (primarily concrete, soils, base course, and asphalt) aspect of design, construction, and maintenance practices for the region and as part of statewide cooperative efforts. This position attends design meetings, reviews plans and specifications, disseminates information and advice to CDOT personnel, public agencies, contractors and individuals on the technical aspects of materials related design, construction, and testing practices.
Major duties and responsibilities include, but are not limited to:
Design the most cost effective stabilized pavement section and prepare materials recommendations for projects using CDOT procedures and data,
Provide information to Designers, Resident Engineers and Project Engineers on the types of materials and thicknesses and specifications for materials to be used in project designs and constructions.
Attend scoping, Field Inspection Review, Field Office Review meetings and other design meetings, as well as monthly status meetings and provide Design staff with Materials Recommendations
Review plans and specifications to ensure materials recommendations are included.
Update specifications to incorporate changes requested by Design or Construction personnel and to address past problems.
Assist in troubleshooting materials-related construction and maintenance problems throughout the Region.
Perform life cycle cost analyses to compare life cycle costs of concrete and asphalt alternatives for projects as required by the Pavement Design Manual.
Assist the Pavement Manager with preparation and maintenance of the surface treatment plan after obtaining input from Resident Engineers, Program Engineers, the Regional Transportation Director, and Maintenance.
Manage Materials and Construction related data, including the performance of various pavement treatments using data management programs and spreadsheets.
Develop technical reports and create presentations related to Region 3 pavement condition.
