Deputy Program Manager

for the

Broward County Transit (BCT) Premium Mobility (PREMO) Program , you will play a key leadership role in one of South Florida’s most transformative transit initiatives. The PREMO Program is a $4.3 billion investment over 15 years to create a countywide network of premium transit services, funded by a voter-approved transportation surtax. It aims to connect Palm Beach County to Miami-Dade County, improve regional mobility, and provide equitable, modern, and reliable transportation solutions for Broward County. Elements include rail, light rail, bus rapid transit, and high-frequency bus services, with connections to major destinations and key transit hubs. As Deputy Program Manager, you will support the Program Director in managing all aspects of this complex, multi-modal program, ensuring successful delivery from planning through construction and operational readiness. You will lead with collaboration, drive excellence in program delivery, and apply a data-driven approach to decision-making. The ideal candidate will have strong interpersonal skills to build relationships, resolve conflicts constructively, and lead diverse, multidisciplinary teams. What You’ll Do

Support the Program Director in overall program management and execution. Oversee day-to-day operations, ensuring compliance with scope, schedule, and budget. Manage and coordinate interdisciplinary teams, consultants, and contractors. Monitor construction progress and collaborate with the Construction Manager and General Contractor. Serve as a primary liaison with Broward County Transit, regulatory agencies, and key stakeholders. Implement program governance, risk management, and quality assurance processes. Mentor and develop staff, fostering a culture of collaboration and innovation. Assist with business development activities, including proposals and client presentations. This is 100% onsite position

and will be based at the Broward County Transit Program Management Office in Fort Lauderdale, Florida. Qualifications

Bachelor’s degree in Engineering, Construction Management, Business, or a related field. Licensed Professional Engineer (PE) in Florida or AICP-certified. 15+ years of experience managing large-scale transportation or transit programs, including: Rail projects: Track, Power, Train Control/Signal, Control Center, Rail Vehicles. Bus projects: Traffic, Bus Stops, Bus Facilities, Electric Bus Technology. Proven leadership skills with the ability to manage diverse teams and complex, multidisciplinary projects. Extensive knowledge of program management, including Scheduling, budgeting, and risk management. Contract development (Design-Build, Progressive Design-Build, CMAR). Procurement support (technical evaluation and price negotiation). Contract administration and project controls. Project management, claim analysis, and change order negotiation. Safety certification and project closeout. Bus and rail operations and maintenance. Transit asset management planning and vehicle procurement. Customer service and public outreach. Federal auditing (PMOC). Excellent communication and stakeholder engagement skills. Ideally, you’ll also have Master’s degree in Engineering, Management, or related discipline. Experience with major transit or infrastructure programs in Florida. Familiarity with federal, state, and local permitting processes. Experience implementing program governance frameworks.
