Overview
Specialist role for Java XML, Web Services, JSP/Servlets, Spring, Cost Analysis, Testing, and Technical Help Desk. Location: Raleigh, NC. Job type: Contract. Duration: 12 Months. Compensation: DOE. Open Date: 16-Oct-2025. End dates and submission deadlines are provided below where applicable.
Responsibilities
Work with Business Owners to translate customer requests into technical requests and user stories.
Coordinate software release schedules with the Business and Technical Team.
Develop business requirements and provide testing and training support.
Act as a technical specialist and consultant by independently managing complex Java projects and providing second-level 24x7 on-call support.
Support application maintenance for the DMV Traffic Records Systems (TRS) as part of the team.
Engage in application analysis and design, cost analysis, estimating staffing needs, testing, documentation, and implementation.
Qualifications
Bachelors degree in Computer Science, Computer Information Systems, Computer Engineering, Math or Engineering or related technical discipline.
Experience programming in Java/JEE, Oracle, and XML for a minimum of 3 years.
Experience with Web Services, JSP, Servlets, Spring, Struts, Eclipse IDE, and version control tools for a minimum of 3 years.
Demonstrated ability in application analysis and design, cost analysis, estimating staffing needs, testing, documentation, and implementation for a minimum of 3 years.
Experience providing technical helpdesk support for a minimum of 3 years.
Preferred Skills
Experience with Visual C++, .NET, CORBA, EJB, and Hibernate. Java Certification.
Demonstrate effective communications in oral and written form. Proficiency in basic computer applications, such as Microsoft Office software products.

TRS supports the DMV Crash Data Management and DOH Traffic Safety in collecting, analysis, and distribution of motor vehicle accident information. The chosen candidate will be part of the application maintenance team serving as the technical specialist and consultant by independently managing complex Java projects and providing critical second level 24x7 on-call support.
