Los Alamos National Laboratory . Exciting opportunity for an experienced Manager Construction to join our team within the Manager Construction Division in support of the Capital Projects Portfolio at the Los Alamos National Laboratory. What You Will Do
The Manager Construction 3 is responsible for the successful completion of all activities related to the execution of assigned Los Alamos National Laboratory (LANL) projects. You will contribute to the overall administration and technical direction, coordination, and direct line responsibilities for field construction, including maintaining and ensuring safety and security training, compliance, and making safety and security an integral part of every task; including taking the necessary steps to stop work if continuing the job is unsafe or compromises security. This position demands a strong on-site presence to successfully manage the execution of assigned projects. Review project construction estimates, budgets, forecasts, schedules, and costs for acceptability. Review specifications and drawings for economic constructability. Participate in resolving problems involving staffing, material delivery, and contract/subcontract administration. Coordinate with Project Management, Design Engineering, Procurement, Project Controls and other functional departments to establish and maintain priorities for project success. Identify issues for the project manager to ensure project success. Provide counseling, guidance, and direction to Site Managers to facilitate successful project execution. Participate in development and/or review of operations controls, such as project procedures. Support proposal preparation, project planning, and scheduling by providing expertise on construction methods, equipment, labor, productivity guidelines, and cost estimates. Review and approve preliminary estimates and project schedules as assigned. Participate in project engineering, construction review management, and project review meetings where approval of budgets and schedules is required. Monitor distributable field expenses. Staff and supervise construction project site teams, monitoring performance, quality, and technical adequacy. Ensure field procedures are in place and followed; select appropriate construction controls for the project from the project control system. Ensure training programs are identified and implemented. Foster a respectful, non-discriminatory work environment. May serve as a Control Account Manager (CAM) responsible for planning, budgeting, and controlling costs and schedule performance; serve as a point of contact for project controls. Ensure work packages realistically represent duration and budget; perform variance analyses and define corrective actions. May present project management performance plans, status updates, trends, or issues to federal sponsors. To be successful you must possess strong leadership capabilities as well as technical construction management expertise, with an understanding of Laboratory goals, project management objectives, and construction best practices. Minimum Job Requirements
Project-Program Management : Demonstrated knowledge of all aspects of project or program management work, including developing project plans; managing scope, schedule, budget; documenting reports and change control actions; ability to lead and monitor teams with competing deadlines while minimizing risk. Knowledge And Skills : Thorough knowledge of all phases of construction operations, quality, subcontract management, construction technologies, and project management; understanding of government compliance standards and environmental laws; experience coordinating with Project Management, Design Engineering, Procurement, Project Controls and other departments to ensure successful project execution in compliance with procedures. Decision Making and Problem Solving : Experience acquiring resources and coordinating team efforts to deliver projects; knowledge of planning tools, effective decision-making, problem solving, cause analysis, and continuous improvement; ability to identify and resolve issues and risks. Leadership, Communication And Interpersonal Skills : Excellent interpersonal, oral, and written communication; ability to lead, coach, and engage people; capable of interacting with management and staff at various levels; may present assessments and status updates to senior management and federal sponsors. Education And Years Of Relevant Experience : Bachelor's degree in an Engineering or Scientific discipline with 5 years related experience, or equivalent combination; degree in Engineering, Construction Management, or Project Management may be preferred. Note: a candidate without the degree may qualify with a minimum of 13 years of related work experience. Desired Qualifications
Experience : Experience as a contractor for the Department of Energy (DOE) managing construction projects or portfolios; experience with nuclear quality standards (NQA-1, etc.). LANL Operations : Knowledge of LANL operations, policies and procedures related to Construction Management; experience supervising multi-discipline, unionized craft workforce. Essential Job Functions
Walking, climbing stairs, kneeling, balancing, standing for periods of time. Location
This position will be in Los Alamos, NM, USA in Support of Technical Area 55. Security Clearance
