Bachelor’s degree in civil, environmental, electrical, structural, sanitary or mechanical engineering or a closely related field 4 years of experience in engineering Preferred Knowledge, Experience, And Training

5 years of experience in designing, reviewing and managing complex or large public works construction projects. Licensing And Other Requirements

Licensed by the State of Idaho as a Professional Engineer (PE) or if licensed in another state, ability to acquire an Idaho license through the Idaho Board of Professional Engineers within six (6) months of hire date. Valid state-issued driver’s license. Special Requirements

Applicants must be able to pass: City of Boise background check processes which includes a criminal history check and reference checks in accordance with the City of Boise Hiring Process Regulation Driving Record Check Education Verification Responsibilities

Handles complex issues and problems and refers only the most complex issues to higher-level staff. Is capable of performing all duties of an Engineer I and II, and provides leadership, coaching, and mentoring to a subordinate group, as needed. Manages major programs or sections in the engineering division such as sewer, geothermal, pressure irrigation, hillside development review, flood plain development review, pipeline design and inspection and water renewal facility upgrades. Establishes design goals and project milestones, reviews and approves project expenditures, prepares management and council reports and manages contract performance for duration of the project. Prepares or supervises preparation of conceptual plans, detailed plans, specifications and estimates for public works construction projects. Identifies necessary changes in scope, prepares and authorizes change orders within policy requirements. Identifies areas that require professional services procurement and contracts, including development of RFQ and RFP and selection of consulting firms. Prepares scope of professional services for design work and coordinates advertisements for consultant submissions. Prepares project contract documents. Evaluates design and cost proposals for public works projects submitted by consultants. Coordinates consultant submission reviews and meetings with other divisions and departments. Makes technical reviews and provides recommendations regarding designs prepared by consulting engineers and architects. Provides quality control review and approval of plans, final design documents and reports prepared by others. Provides guidance and direction during design and construction to engineers, technical staff or project managers. Reviews current needs and makes recommendations to operations and engineering division management concerning upgrades or capital improvements. Performs other duties as assigned. While performing the duties of this job the employee is occasionally lifting/carrying up to 35 pounds. Also, the employee is rarely pushing/pulling up to 50 pounds. The noise level is occasionally moderate and rarely loud. Work includes sensory ability to talk, hear, smell and touch. Work in this position also includes close vision, distance vision, peripheral vision and depth perception. Employees will sit, stand, walk, stoop, kneel, crouch, crawl, reach, grasp, climb and balance. Position requires hand/finger dexterity. Working Environment

The work environment will include inside conditions, outdoor weather conditions, extreme temperatures, in wet and humid conditions, areas of dust, odors, mist and gases or other airborne matter. Employees are exposed to mechanical and electrical hazards, work in/at heights and confined spaces. Employees will also drive a vehicle as part of this position. Work includes protected exposure to infectious bacteria, bodily fluids and chemicals. Various hazards associated with construction sites, uneven walkways, etc. This position may require weekend, shift, and/or holiday work as projects or emergencies dictate.
