Overview
The Knowledge Manager (KM) – Team Lead role at Bluehawk LLC, Intelligence Services focuses on aligning processes and technology to enable effective information sharing among analysts and organizations to support analytic production. This includes working with centralized and peripheral databases, content management systems, and records management tools to shape workflows and processes. The KM will compile reports on performance, usage metrics, and future requirements for knowledge management capabilities such as search, discovery, storage, and retrieval of data, as well as formal production and tasking. They will disseminate intelligence products across multiple networks and portals. Responsibilities
Develop and maintain Defense HUMINT Enterprise knowledge-sharing sites, processes, and communication methods (e.g., bi-weekly email newsletters), including NIPR/SIPR/JWICS versions where applicable. Ensure coordination and consistency in presenting Defense HUMINT capabilities to DoD, the Intelligence Community (IC), Congress, and other stakeholders. Integrate enhancements into Production Team editing workflows. Support CCOI (Counterintelligence and Collection Operations Initiatives) to improve understanding of Defense HUMINT collectors and sources. Identify, manage, and share authoritative data sources across DoD and IC partners. Support ongoing CCOI-led, data-driven management forums. Ensure internal files are properly structured, organized, and accessible to all internal stakeholders. Active TS/SCI clearance. Certification in Microsoft Access, SQL Server, or NoSQL database management. Ability to modify databases to incorporate unstructured, semi-structured, and polymorphic data. Experience using descriptive and multivariate statistical procedures to analyze quantitative data using tools such as Spotfire, SPSS, Excel, or equivalent. At least two years of experience programming, operating, and maintaining databases (e.g., SQL Server and/or Microsoft Access). Experience in .NET technologies such as VB.NET. At least two years of experience applying quantitative and qualitative research methods, including data mining and analysis. Ability to present descriptive and inferential statistics in a format suitable for non-technical audiences, using both text and visualizations. Highly Desired: A college degree in finance, accounting, business administration, qualitative/quantitative research methods, operations research, or program/project evaluation.
