Transportation Planner 2 (40 Hour) (Project Planning) – Connecticut Department of Administrative Services Location: Newington, CT The Role

We are seeking a dynamic, motivated candidate for this Transportation Planner 2 opportunity to advance planning and concept development of Complete Streets Projects in the Department. The Project Planning Unit specializes in multi-modal transportation planning and Complete Streets principles within the Department, focusing on Bipartisan Infrastructure Law funding. This unit oversees the Community Connectivity Grant Program (CCGP), the Transportation Rural Improvement Grant Program, and various planning efforts. The unit also administers multi-modal transportation studies in coordination with Regional Councils of Governments and develops planning-level project proposals to improve safety, accessibility and mobility for all modes. Responsibilities include developing effective communication and working relationships with internal and external stakeholders, working independently, and leading assignments. The position supports management and oversight of unit initiatives including grant programs and regional studies, and collaborates on planning studies and policy development related to Complete Streets and Active Transportation. Examples Of Duties

Provide project management support including preparation, analysis and review of project materials and planning documents or studies prepared by consultants and staff. Assist in administering municipal grant-funded construction projects, including review and analysis of supporting materials. Perform technical reviews of engineering project plans and provide recommendations related to Complete Streets policies and best practices. Create and maintain GIS datasets related to grant projects and active transportation assets. Lead coordination of activities with local, regional, state and federal agencies, consultants and stakeholders; respond to public inquiries and complaints; may make presentations. Additional duties include developing project proposals for active transportation projects using GIS and CAD, managing grant-funded municipal construction projects, serving as a technical liaison on Complete Streets projects, and ensuring compliance with Complete Streets policies. Position Details

Full-time, 40 hours/week Monday – Friday P-4 (Engineering and Scientific) bargaining unit Reports to Transportation Supervising Planner or higher Telework eligible after successful completion of the working test period, per Telework Policy; on-site during initial period Must possess and retain a valid Motor Vehicle Operator’s license; travel may be required Qualifications

Minimum Qualifications - General Experience

Seven (7) years of professional experience in transportation civil engineering or transportation, urban, regional or environmental planning. Minimum Qualifications - Special Experience One (1) year of the General Experience must include coordination of complex planning projects in a relevant planning area. Note: For state employees, experience is interpreted at the level of Transportation Planner 1 or Transportation Engineer 2. Minimum Qualifications - Substitutions Allowed College training may be substituted for General Experience: 15 semester hours = 1/2 year, up to 4 years for a Bachelor's degree. A Master’s degree may substitute for one additional year of General Experience. Preferred Qualifications Bachelor’s or Master’s in Transportation/Regional/Urban Planning, Civil Engineering, Geography, Construction Management, or closely related field. Experience in transportation infrastructure planning or civil engineering (transportation). Experience with Complete Streets and Active Transportation policies and best practices. Experience reading and interpreting roadway design plans, studies, and mapping; cost estimating principles for transportation projects. Experience with ArcGIS, CAD (e.g., MicroStation or AutoCAD) and Office 365. Experience presenting to diverse groups; project management experience; oversight of consultants.
