Definition: To manage, supervise and direct the activities of the City’s Capital Improvement Projects within the Public Works Department, including such functions as budget, administration of projects, plan reviews, report writing, inspections, and council presentations; to coordinate activities with other City departments and outside agencies; and to provide highly complex staff assistance to the Public Works Department Director and Assistant Director. Supervision received and exercised: Receives general direction from the Public Works Director and Assistant Director. Exercises direct supervision over Public Improvement Inspectors. Essential Job Functions
Administer the Capital Improvement Projects for the Public Works Department and other City Departments. Assist in the planning, implementation and direct comprehensive engineering related programs intended to update City infrastructure including streets, sidewalks, storm drainage, potable water distribution, wastewater collection, parks, and facilities. Evaluate methods used in providing engineering, and plans inspection services; make recommendations for areas of improvement; implement appropriate recommendations. Monitor project compliance with appropriate Federal, State, and local laws and regulations. Assist in the development and administration of City development policies, standards, and procedures. Prepare specifications and oversee/coordinate planning/design for public infrastructure improvements. Coordinate review of plans and specifications for design of capital projects; facilitates design kick-off and review through PER/30% phase, 60%, 90%, and 100% plans. Coordinate and manage the selection of consultants; oversee design and construction document development with other City Departments, utility companies, outside agencies, citizens, and consultants. Train, supervise, and evaluate staff. Serve as liaison to other public agencies and jurisdictions with overlapping responsibility for public infrastructure. Provide relevant information and assist in the preparation of the Capital Improvement budget; coordinate with Finance on multi-year CIP budget; provide estimates for project development. Represents the City to external clients/residents to identify proactive solutions. Resolves complaints and problems as they may arise; informs and communicates; seeks input and provides responsive solutions. Serve as the liaison between the engineer/architect and the contractor on the interpretation of specifications and City policy and recommend change orders. Attend and participate in meetings and conferences with City boards, commissions, and public groups, providing technical assistance on matters related to Capital Improvements and related public infrastructure. Respond to inquiries or requests for information and assistance from other City departments, other governmental agencies, and community groups. Recommend changes in staffing, objectives, policies, and procedures to assure maximum effectiveness and efficiency. Maintain project records; Prepare and submit a variety of reports, engineering analyses, special studies and information on public improvement projects, traffic concerns and other related subjects. Prepare and present presentations to various city, county and governmental organizations, city council, staff, and community organizations. Perform inspections and related duties as assigned. Qualifications
Knowledge of: Principles and practices of civil engineering and project management. Applicable Federal, State, and local laws and regulations pertaining to civil engineering, plan design, development, and construction. Recent developments, current literature, and sources of information regarding civil engineering and planning. Principles and practices of organization, administration, and personnel management. Principles and practices of budgeting Standard technical report writing procedures. Modern office practices, procedures, methods, and equipment. Ability to: Review engineering plans. Analyze, interpret, and explain Department policies and procedures. Prepare and administer a budget. Prepare and present technical reports, ordinances, and manuals. Supervise, train, and evaluate staff. Communicate clearly and concisely, both orally and in writing. Establish and maintain effective working relationships with those contacted in the course of work. Training And Experience: Five years of increasingly responsible civil engineering, construction project management, or project development work experience with at least one year in an administrative and supervisory role and a bachelor’s degree from an accredited college or university with major course work in civil engineering technology, construction management, planning or a closely related field. The Human Resource Department may consider an equivalent combination of education, training and/or experience. Licenses and Certificates: Must have a valid Texas Driver's License.
