Overview
Introduction This is a position specific recruitment for the Maryland Department of Natural Resources, Finance and Administrative Services. This recruitment will be used to fill current vacancies for the position and may be used to fill future vacancies in the same classification/function. Main Purpose of Job
The Procurement Officer II oversees end-to-end procurement processes, manages vendor relationships, and is a lead level on a team of procurement professionals. The Procurement Officer II is experienced in the competitive procurement process and is capable of completing more complex procurements independently without much oversight from supervisors. In addition, the Procurement Officer II is capable of interpreting and understanding the Code of Maryland Regulations Regulation Title 21, State Finance and Procurement Articles, Board of Public Work advisories, and DNR policies and procedures.
Position Duties
The Department of Natural Resources (DNR), Finance and Administrative Services, 580 Taylor Avenue, B-4, Annapolis, MD 21401 is currently accepting applications for a Procurement Officer II, a skilled service position. A Procurement Officer II is the lead level of professional work, for State agency positions, in the procurement of equipment, services, construction, supplies, information technology and other needs which must be obtained through the competitive procurement process, negotiated procurement process and other procurement methods. Employees in this classification provide agency procurement technical interpretation, instruction, guidance and assistance in accordance with State laws and regulations. Employees in this classification assign, review and approve the work of and train lower-level Procurement Officers. Employees in this classification do not supervise. Employees in this classification receive general supervision from a Procurement Manager I or other designated administrator. The work of employees may require travel throughout Maryland to perform required work assignments.
Minimum Qualifications
Procurement Officer II - Option 1 Experience:
Seven years of experience, including three years in contract management or procurement involving duties such as soliciting, evaluating, negotiating and awarding contracts and ensuring compliance with governmental procurement laws, regulations and conditions, plus an additional four years of professional contract management experience or professional procurement experience. Procurement Officer II - Option 2 Experience:
Six years of experience, including two years in contract management or procurement involving duties such as soliciting, evaluating, negotiating and awarding contracts and ensuring compliance with governmental procurement laws, regulations and conditions, plus an additional four years of professional contract management experience or professional procurement experience.
Notes
Candidates may substitute certifications (CPM, CPCM, CPPO, CPB) for the additional four years of required experience. Candidates for Option 1 may substitute a Bachelor’s degree and three years of experience as described above. Candidates for Option 2 may substitute a Bachelor’s degree and two years of experience as described above. Candidates may substitute additional graduate education at the rate of thirty credit hours per year for five years of required experience. Candidates may substitute U.S. Armed Forces military service experience as described for the required experience.
Desired Or Preferred Qualifications
One year of experience using the Statewide finance system applications. Certified Maryland Procurement Officer granted by the Maryland Procurement Academy.
Licenses, Registrations and Certifications
Operation of a motor vehicle may be required; must possess valid Maryland motor vehicle operator’s license if duties require. Must obtain and possess certification as a Procurement Professional Certification from the Maryland Department of General Services within one year of appointment if not already certified.
