Overview

The Maryland-National Capital Park and Planning Commission (M-NCPPC) is a nationally recognized and award-winning agency providing land use planning; stewardship of natural, cultural, and historic resources; and delivery of recreation programs to the communities it serves. M-NCPPC operates in the Montgomery and Prince George's County Regions. Additional information on the agency can be found on www.mncppc.org. Responsibilities

Strategic Leadership Coordination: Support and advise the Director in development of department business strategies; assess risks and opportunities for expansion; set goals and metrics; propose projects or systems to optimize performance and revenue; coordinate cross-departmental planning; oversee special projects; monitor and evaluate proposed local, state, and federal legislation; prepare draft agreements and proposals; negotiate with other agencies; drive equity, sustainability, and community engagement; develop program outreach strategies for inclusive participation; collaborate with executive team to determine and prioritize business strategies and lead teams to resolve issues. Department Oversight: Supervise personnel in the Human Resources Unit and Office of the Director; monitor department performance, budget compliance, and alignment with Commission standards; provide high-level direction on budget activities; ensure consistent service delivery; represent the Department on task forces and committees and liaise with County Council, executive agencies, stakeholders and the public. Governance Communication: Lead media relations, develop agendas and briefing materials, serve as liaison between the Director and internal/external stakeholders; ensure alignment with mission and objectives; coordinate reports and presentations and involve relevant stakeholders. Operational Management: Manage department-wide administrative functions; oversee human resources, policy development, and internal operations; lead crisis response and issue management; promote transparency, accountability, and responsiveness in operations. Minimum Qualifications

Bachelor’s Degree in Planning, Urban Design, Parks and Recreation, Architecture, Engineering, Landscape Architecture, Environmental Science, Business Administration, or related field. Eight (8) years of professional analytical experience in the assigned program, including two (2) years of coordination or supervision of a function. An equivalent combination of education and experience may total twelve (12) years. May require a valid Driver’s license in accordance with State and Commission rules; license must be unencumbered. Preferred Qualifications

Master’s degree in Public Administration, Urban Planning, Political Science, or related field. Minimum of 10 years of senior-level experience in government, planning, or public administration. Proven leadership in managing complex organizations and cross-functional teams. Exceptional communication, strategic planning, and stakeholder engagement skills. Deep understanding of Prince George’s County cultural, political, and planning landscape. Knowledge, Skills and Abilities (KSAs)

Extensive knowledge of program management, administration, budgeting, DEI practices, contracting procedures, applicable codes and standards; understanding of Department and Commission policies. Skill in planning, organizing, coordinating work, conducting data analyses, producing technical reports, managing contracts and budgets, and meeting deadlines. Strong problem-solving and communication abilities, including active listening and negotiation; able to represent the Department on task forces and meetings. Proficiency in computer and office software and enterprise systems. Working Conditions and Additional Information

Works in an office setting and may require travel to attend public meetings and hearings. Requires flexibility for evenings, weekends, and holidays as needed.
